देहरादून। चमोली के रैणी क्षेत्र (ऋषिगंगा कैचमेंट) से निकली जलप्रलय के जख्म अभी भर नहीं पाए हैं और मानसून में यह पूरा क्षेत्र खतरे की घंटी बजा रहा है। नदियों के उफान पर आने से रैणी समेत विभिन्न सुदूरवर्ती गांवों पर निरंतर भूस्खलन व जलप्रलय का खतरा मंडरा रहा है। इससे ग्रामीण दहशत में हैं और सिस्टम प्रकृति के रौद्र रूप के आगे बेबस दिख रहा है। इस स्थिति को देखते हुए भारतीय भूवैज्ञानिक सर्वेक्षण (जीएसआइ) ने रैणी क्षेत्र में हालिया भूस्खलन का सर्वे शुरू कर दिया है। इसके साथ ही निकट भविष्य में ऋषिगंगा कैचमेंट के विभिन्न ग्लेशियरों की स्थिति के अध्ययन का भी निर्णय लिया गया है।

जीएसआइ के उपमहानिदेशक जेजी घोष के मुताबिक, जानकारी मिल रही है कि ऋषिगंगा कैचमेंट में ग्लेशियर सामान्य से अधिक रफ्तार से पिघल रहे हैं। इस वर्ष छह फरवरी को जो जलप्रलय आई थी, उसका कारण भी एक हैंगिंग ग्लेशियर बना। उत्तराखंड कार्यालय में हिमनद विशेषज्ञ (ग्लेशियोलाजिस्ट) नहीं हैं। लिहाजा, तय किया गया है कि कोलकाता और लखनऊ कार्यालय से केंद्रीय स्तर पर कुछ हिमनद विशेषज्ञों के माध्यम से ऋषिगंगा कैचमेंट के ग्लेशियरों का आकलन कराया जाएगा।

इससे स्पष्ट किया जा सके कि ग्लेशियर अगर असामान्य रफ्तार से पिघल रहे हैं तो संबंधित क्षेत्रों की सुरक्षा के लिए क्या उपाय अपनाए जा सकते हैं। इस समय ग्लेशियर क्षेत्रों में अध्ययन के लिए पहुंचना मुनासिब नहीं हो पा रहा है। इंतजार किया जा रहा है कि बारिश व बर्फबारी की स्थिति सामान्य हो। उसके बाद केंद्रीय टीम को रवाना कर दिया जाएगा। इसी क्षेत्र से भारत-चीन सीमा को जोडऩे वाला राजमार्ग भी गुजरता है। ऐसे में सामरिक दृष्टि से भी ग्लेशियरों की स्थिति के अध्ययन को प्राथमिकता में शामिल किया गया है।

37 साल में 26 वर्ग किमी पीछे खिसके ग्लेशियर

ऋषिगंगा कैचमेंट के ग्लेशियरों पर पूर्व में भूविज्ञानी डा. एमपीएस बिष्ट (अब निदेशक उत्तराखंड अंतरिक्ष उपयोग केंद्र) व वाडिया हिमालय भूविज्ञान संस्थान के विज्ञानी अध्ययन कर चुके हैं। वर्ष 1970 व 2017 के अध्ययन में यह पाया गया है कि यहां के आठ ग्लेशियर 37 साल में 26 वर्ग किलोमीटर (कुल क्षेत्रफल 243.07 वर्ग किमी) पीछे खिसके हैं। ग्लेशियर प्रतिवर्ष पांच से 30 मीटर तक पीछे खिसक रहे हैं। इन ग्लेशियरों का जितना आकार है, उसमें से 1.69 से 7.7 वर्ग किमी भाग अब तक पिघल चुका है।
