देहरादून। लगभग दो माह से बंद चल रहा अंतरराज्यीय बस संचालन पड़ोसी राज्यों की हां-ना में अटका हुआ है। उत्तर प्रदेश व हिमाचल की मंजूरी मिले बिना उत्तराखंड की रोडवेज बसें किसी दूसरे राज्य में नहीं जा पा रहीं हैं। दिल्ली के अलावा राजस्थान व हरियाणा जाने के लिए उत्तराखंड की बसों को उत्तर प्रदेश के भीतर से होकर जाना पड़ता है, जबकि चंडीगढ़ व पंजाब जाने के लिए हिमाचल के सीमा क्षेत्र से होकर। दोनों पड़ोसी राज्य फिलहाल बस संचालन की मंजूरी नहीं दे रहे हैं। यह हाल तब हैं जब मुख्यमंत्री तीरथ सिंह रावत बीते हफ्ते इस मामले में उत्तर प्रदेश के मुख्यमंत्री योगी आदित्यनाथ से दूरभाष पर आग्रह भी कर चुके हैं।

अंतरराज्यीय बस संचालन बंद होने की वजह से राज्य को न केवल यात्रा सीजन में नुकसान उठाना पड़ रहा, बल्कि रोडवेज भी करोड़ों के घाटे में डूबता जा रहा है। कोरोना के कारण पिछले साल 22 मार्च से 25 जून तक रोडवेज बसों का संचालन बंद रहा था और इस साल अप्रैल के अंत से अभी तक बस संचालन ठप पड़ा है। फिलहाल केवल 150 रोडवेज बसों का संचालन रोजाना हो रहा है, वह भी प्रदेश के अंदरूनी मार्गों पर। इसमें भी गढ़वाल व कुमाऊं मंडल के बीच बस संचालन बंद है, क्योंकि दोनों मंडल के बीच उत्तर प्रदेश के बिजनौर जिले का कुछ हिस्सा पड़ता है। बस संचालन को गत एक माह से उत्तराखंड के अधिकारी उत्तर प्रदेश व हिमाचल के अधिकारियों से संपर्क साध रहे, लेकिन हल नहीं निकल रहा।

सीमा तक बस भेज रहा उत्तर प्रदेश

मौजूदा समय में बस संचालन दूसरे राज्य की सीमा तक हो रहा। उत्तर प्रदेश की बसों का संचालन उत्तराखंड में प्रवेश के हर मार्ग पर हो रहा। मसलन, अगर आप दिल्ली या मेरठ व सहारनपुर की तरफ से देहरादून आ रहे हैं तो उत्तर प्रदेश रोडवेज की बसें मोहंड में डाट काली मंदिर तक आ रहीं। फिर ढाई किमी पैदल चलकर यात्री उत्तराखंड में आ जा रहे। इसी तरह लखनऊ, कानपुर, बरेली या मुरादाबाद से उत्तर प्रदेश की बसें हरिद्वार की सीमा चिड़ियापुर तक आ रहीं। सीमा से उत्तराखंड की बसों में बैठकर यात्री हरिद्वार, देहरादून व ऋषिकेश तक आ रहे। रोडवेज के अधिकारियों की मानें तो उत्तर प्रदेश यह रवैया उत्तराखंड ही नहीं बल्कि अन्य राज्यों के साथ भी अपना रहा है। दिल्ली मार्ग पर उत्तर प्रदेश की बसें लोनी एवं कौशांबी तक जा रहीं। राजस्थान की सीमा के पास उत्तर प्रदेश अपनी बसें मथुरा-भरतपुर सीमा तक भेज रहा, जबकि हरियाणा में पानीपत और यमुनानगर की सीमा बस चला रहा।

उत्तर प्रदेश रोक हटाए तो घूमेगा बाकी राज्यों की बसों का भी पहिया

अपनी बसें दूसरे राज्यों की सीमाओं तक भेज रहा उत्तर प्रदेश, दूसरे राज्यों की बसों का संचालन रोके बैठा है। अगर उत्तर प्रदेश मंजूरी दे तो न केवल उत्तराखंड की रोडवेज बसों का बल्कि हरियाणा, राजस्थान, पंजाब व दिल्ली की बसों का पहिया भी उत्तराखंड के लिए घूमने लगेगा।

आरटीपीसीआर रिपोर्ट बन रही बाधा

उत्तराखंड में अंतरराज्यीय बस संचालन में पिछले 72 घंटे की आरटीपीसीआर निगेटिव रिपोर्ट लाने की अनिवार्यता भी मुख्य बाधा बन रही है। नाम न छापने की शर्त पर एक परिवहन अधिकारी ने बताया कि वर्तमान में सभी पड़ोसी राज्यों ने आरटीपीसीआर रिपोर्ट लाने की शर्त को हटा दिया है। उत्तर प्रदेश, दिल्ली व हिमाचल आदि में बाहर से आने वाले यात्रियों के लिए आरटीपीसीआर रिपोर्ट लाने की बाध्यता नहीं है।

पैदल यात्रियों का बेरोकटोक प्रवेश

उत्तराखंड में बाहर से आने वाले यात्रियों के लिए भले आरटीपीसीआर रिपोर्ट लाने की अनिवार्यता हो, लेकिन जो यात्री उत्तर प्रदेश की बसों से सीमा तक आ रहे, उन्हें रोकने वाला कोई नहीं। ये यात्री कुछ किमी पैदल चलकर बेरोकटोक उत्तराखंड में प्रवेश कर रहे और वहां से बस या दूसरे साधन में बैठकर शहर के भीतर आ जा रहे। देहरादून व हरिद्वार में सीमा पर इन्हें पुलिस भी नहीं रोक रही। ऐसे में सवाल उठ रहा कि राज्य सरकार ने कोरोना संक्रमण फैलाव रोकने के जिस मकसद से आरटीपीसीआर रिपोर्ट लाने की शर्त रखी हुई, जब वह मकसद पूरा ही नहीं हो रहा तो शर्त रखी ही क्यों हुई।

उत्तराखंड रोडवेज महाप्रबंधक दीपक जैन ने बताया कि अंतरराज्यीय बस संचालन को लेकर उत्तर प्रदेश व हिमाचल प्रदेश के परिवहन अधिकारियों से कईं दफा वार्ता हो चुकी है। पिछले हफ्ते माननीय मुख्यमंत्री तीरथ सिंह रावत ने भी उत्तर प्रदेश के मुख्यमंत्री से इस संबंध में दूरभाष पर वार्ता की थी। जब तक उत्तर प्रदेश अपने सीमा क्षेत्र में संचालन की मंजूरी नहीं देगा, तब तक उत्तराखंड अपनी बसें न दिल्ली भेज सकता है, न राजस्थान या हरियाणा। इसी तरह हिमाचल प्रदेश की मंजूरी के बिना हमारी बसें चंडीगढ़, पंजाब नहीं जा सकती। उम्मीद है कि दोनों प्रदेशों से जल्द अनुमति मिलेगी।
