देहरादून। गोवंश की रक्षा को लेकर नगर निगम ने आपरेशन गोठ-गठियार शुरू किया है। यह उन गोवंश के लिए चलाया जा रहा, जिनके मालिक दूध न देने या अन्य कारणों से उन्हें बेसहारा सड़क पर छोड़ देते हैं। नगर निगम के आपरेशन गोठ-गोठियार के जरिये गोवंश की घर वापसी शुरू हो गई है। नगर आयुक्त विनय शंकर पांडेय ने इस अभियान की पूरी जिम्मेदारी वरिष्ठ नगर पशु चिकित्साधिकारी डा. दिनेश चंद्र तिवारी को सौंपी है। आयुक्त की मानें तो गत एक महीने में एक दर्जन से अधिक गोवंश के मालिक को ट्रेस कर उन्हें गोवंश सुपुर्द किए गए। इन पशु मालिकों से करीब डेढ़ लाख रूपये जुर्माना वसूल किया गया। चेतावनी भी दी गई कि अगर दोबारा गोवंश को सड़क पर छोड़ा तो मुकदमा दर्ज कराने की कार्रवाई की जाएगी।

पिछले कुछ समय से शहर की सड़क पर बेसहारा गोवंश की संख्या में काफी इजाफा हुआ है। इससे न केवल सड़क पर गोबर व गंदगी की शिकायत मिल रही बल्कि हादसों की संख्या भी बढ़ रही है। साथ ही शहर में यातायात भी प्रभावित होता है। नगर निगम की ओर से इन गोवंश को सड़क से उठाकर अपने कांजी हाउस में पहुंचा दिया जाता था लेकिन अब कांजी हाउस भी पैक होने लगा है, जिससे गोवंश के रख-रखाव में परेशानी होने लगी हैं। इस पर नगर आयुक्त ने निर्णय लिया कि गोवंश के मालिकों को तलाशकर गोवंश उनके सुपुर्द किए जाएं।

वरिष्ठ नगर पशु चिकित्साधिकारी डा. दिनेश चंद्र तिवारी ने प्लान तैयार किया और फिर अभियान के लिए टीमें बनाईं। उत्तराखंड पशुधन विकास परिषद से भी समन्वय स्थापित किया गया। जिसके चलते छह माह पहले बेसहारा मिले गोवंश के मालिक तक को खोज लिया गया व गोवंश को लौटाकर जुर्माना लगाया गया। जो मालिक खुद के गोवंश को स्वीकार नहीं करेगा, उस पर गोवंश संरक्षण अधिनियम व पशु क्रूरता अधिनियम के तहत मुकदमा दर्ज कराया जाएगा। अभियान में पशु मालिक से संकल्प पत्र भी भरवाया जा रहा है, जिसमें वह संकल्प कर रहे हैं कि वह अपने गोवंश और मवेशी को घर पर ही बांधकर रखेंगे व उन्हें सड़क पर नहीं जाने देंगे।

केस-1: बालावाला में एक माह पहले सड़क पर बेसहारा घूमते गोवंश की सूचना स्थानीय जन ने नगर निगम को दी। टीम ने वहां पहुंचकर गोवंश को अपने निरीक्षण में कांजी हाउस पहुंचाया। फिर गोवंश मालिक की तलाश में आपरेशन गोठ-गठियार चला और उसे तलाश लिया गया। नगर निगम के मुताबिक बालावाला निवासी राजकिशोर ने दूध न देने पर गोवंश को छोड़ा था। गोवंश राजकिशोर को सुपुर्द कर उनसे जुर्माना भी वसूला गया।

केस-2: छह माह पहले धर्मपुर के पास से नगर निगम टीम ने एक बेसहारा गोवंश मिलने पर उसे कांजी हाउस पहुंचाया था। तभी से गोवंश की वहीं देखभाल चल रही थी। रेस्टकैंप निवासी योगेश कुमार ने सात माह पहले गोवंश को घर से निकाल दिया गया था। निगम ने योगेश से संपर्क किया। उसे उसका गोवंश वापस कर उससे करीब 15 हजार रुपये का जुर्माना वसूला गया।

आपरेशन में टैगिंग बनी सहारा

आपरेशन गोठ-गठियार में टैगिंग यानी यूनीक आइडी सबसे बड़ा सहारा बनी है। टैगिंग के जरिये कोई भी पशु बेसहारा छोड़ा जाए, चोरी या गुम हो जाए, तो उसका पता लगाया जा सकता है। पशु के कान पर 12 अंक के बार कोड वाला एक प्लास्टिक टैग लगाया जाता है। बार कोड में पशु की पूरी जानकारी रहती है।

कोरोना काल में छोड़े 150 गोवंश

इस साल कोरोना काल में जनवरी से अब तक सड़क पर करीब 150 गोवंश बेसहारा छोड़े गए। नगर निगम ने इन्हें उठाकर कांजी हाउस में शिफ्ट किया। इस वक्त निगम डेढ़ हजार गोवंश का पोषण कर रहा। केदारपुरम कांजी हाउस में करीब 400, जबकि शंकरपुर में लगभग 1100 गोवंश हैं।

यह है सजा का प्रविधान

उत्तराखंड गोवंश संरक्षण अधिनियम 2016 के तहत गोवंश की टैगिंग न कराने वाले डेयरी संचालक या पशु मालिक पर 2000 रुपये अर्थदंड वसूलने का प्रविधान है। इसके अलावा मुकदमा दर्ज करने का भी अधिकार दिया गया है।

नगर आयुक्त विनय शंकर पांडेय ने बताया कि शहर में पिछले कुछ समय से बेसहारा गोवंश की संख्या में तेजी से इजाफा हो रहा था। जिस पर अंकुश लगाने के लिए वरिष्ठ नगर पशु चिकित्साधिकारी को गोठ-गठियार आपरेशन चलाने के निर्देश दिए गए। निगम टीमों की ओर से पांच जून से यह अभियान शुरू किया गया है। गोवंश को मालिकों के सुपुर्द कर उनसे जुर्माना भी वसूला जा रहा है। उम्मीद है कि अभियान से शहरवासियों को काफी राहत मिलेगी।
