हल्द्वानी। हल्द्वानी से आई विजिलेंस टीम ने रिश्वतखोरी में लोक निर्माण विभाग के एनएच खंड रानीखेत (अल्मोड़ा) के अधिशासी अभियंता (ईई) महिपाल सिंह कालाकोटी और सहायक अभियंता (एई) हितेश कांडपाल को एक लाख रुपये की रिश्वत लेते रंगेहाथों दबोच लिया। विजिलेंस के निदेशक वी विनय कुमार और डीआईजी अरुण मोहन जोशी ने ट्रैप टीम को इनाम देने की घोषणा की है।
विजिलेंस के एसपी मुख्यालय धीरेंद्र गुंज्याल ने बताया कि हल्द्वानी की विजिलेंस टीम ने यह कार्रवाई की है। उन्होंने बताया कि अल्मोड़ा निवासी शिकायतकर्ता ने बार खोलने के लिए लोनिवि के एनएच खंड समेत अन्य विभागों से एनओसी मांगी थी। सभी ने एनओसी जारी कर दी थी, जबकि एनएच खंड के इंजीनियरों ने एनओसी लटका दी और एनओसी जारी करने के लिए रिश्वत मांगी।
शिकायत मिलने पर विजिलेंस टीम एसपी सतर्कता राजेश कुमार भट्ट के नेतृत्व में बृहस्पतिवार को रानीखेत पहुंची। बार संचालक पहले से तय हुए सौदे के अनुसार एनएच के दफ्तर पहुंचा, जहां एक लाख की रिश्वत ईई को सौंपी। ईई ने यह रकम एई को सौंपी। मौके पर विजिलेंस की ट्रैप टीम ने करीब साढ़े तीन बजे आरोपियों को गिरफ्तार कर लिया। आरोपी अधिशासी अभियंता का नाम महिपाल कालाकोटी और सहायक अभियंता का नाम हितेश कांडपाल है। दोनों को गिरफ्तार कर देहरादून विजिलेंस कोर्ट में पेश किया जाएगा। आरोपियों के घर और दफ्तर से विजिलेंस ने जरूरी फाइलें और दस्तावेज जब्त किए हैं। संपत्ति और बैंक खातों की जानकारी जुटाई जा रही है।
परीक्षा में टॉपर रहे हितेश, एक साल बाद रिटायर होने वाले हैं कालाकोटी
घूसखोरी में गिरफ्तार लोनिवि एनएच खंड रानीखेत के अधिशासी अभियंता एमपीएस कालाकोटी ने डेढ़ साल पहले ही रानीखेत में पदभार ग्रहण किया था। बताया जा रहा है कि वह अगले साल सेवानिवृत्त होने वाले थे। सहायक अभियंता हितेश कांडपाल 2014 से रानीखेत खंड में कार्यरत हैं। कांडपाल आयोग की परीक्षा के टॉपर भी रहे हैं।
ईई कालाकोटी हल्द्वानी के रहने वाले हैं, जबकि सहायक अभियंता कांडपाल नैनीताल के रहने वाले हैं। विजिलेंस टीम एसपी सतर्कता राजेश कुमार भट्ट के नेतृत्व में बृहस्पतिवार को रानीखेत पहुंची। विजिलेंस टीम में निरीक्षक हेम चंद्र पांडे, निरीक्षक भानु प्रकाश आर्य, निरीक्षक चंचल शर्मा, कांस्टेबल मनोज मठपाल, नागेंद्र भट्ट, नरेंद्र सिंह टंगड़िया आदि थे। बाद में एक टीम ने अधिशाषी अभियंता के आवास पर जाकर भी तलाशी ली। हालांकि वहां कुछ भी हाथ नहीं लग सका।
