हल्द्वानी : प्रकृति पूजा का लोक पर्व हरेला पर्व पूरे कुमाऊं में धूमधाम से मनाया जा रहा है। ताकि हर किसी के जीवन में हरियाली आ सके। समृद्धि आ सके। हरेला पर्व की बधाई देने के साथ ही लोग अपने-अपने अंदाज में इंटरनेट मीडिया में भू-कानून की मांग को ट्रेंड कर रहे हैं। कहना है, धरा तभी रहेगी हरी, जब भूमि रहेगी।

युवा हो या बुजुर्ग, हर कोई हरेला पर्व भी भू कानून की मांग कर रहा है। कई लोगों यहां तक कहना है, देवभूमि की धरा तभी हरी-भरी रहेगी, जब भूमि बचेगी। अगर भूमि बिकती रहे। निर्माण होता गया। तब एक दिन न केवल उत्तराखंड के लोगों के लिए दिक्कत हो जाएगी, बल्कि पर्यावरण के लिए भी खतरा पैदा हो जाएगा। इसलिए जरूरी है राज्य में सशक्त भू कानून।

इसलिए जरूरत है भू कानून की राज्य गठन के समय 776191 हेक्टेयेर कृषि भूमि थी। अप्रैल, 2011 में 723164 हेक्टेयर रह गई है। राज्य बनने के बाद अब तक करीब 53027 हेक्टेयर कृषि भूमि कम हो गई। राज्य में एक और अजीब स्थिति है। यहां पर असिंचित भूमि ज्यादा है। 20 प्रतिशत कृषि भूमि में भी केवल 12 फीसद ही सिंचित भूमि है। इस भूमि पर भी भू माफियाओं की नजर है। सशक्त भू कानून की मांग करने वालों का तर्क है कि अगर इस तरह की मूल्यवान भूमि बिकते रहेगी तो एक दिन राज्य में बड़ा संकट पैदा हो जाएगा। पहले से ही पलायन का दंश झेल रहे लोगों की पहचान व संस्कृति पर भी खतरा पैदा हो जाएगा।
