नैनीताल : चार दिनों से हो रही मूसलधार बारिश के चलते राज भवन मार्ग का करीब 20 मीटर हिस्सा दरक गया। सड़क और सुरक्षा दीवार के पत्थर और मलबा नीचे स्थित पालिका बाजार में पसर गया। बची सड़क के हिस्से की भी दरकने की आशंका है। गनीमत रही कि सड़क दिन के समय नहीं धंसी, नहीं तो बड़ा हादसा हो जाता।

चार दिन से लगातार हो रही बारिश के कारण शहर की राज भवन रोड के करीब 20 मीटर हिस्से में बड़ी-बड़ी दरारें उभर गई थी। जिस कारण ठीक नीचे स्थित पालिका बाजार की करीब दर्जनभर दुकानों पर भी संकट खड़ा हो गया था। सूचना के बाद पहुंची पुलिस ने जहां दुकानों को बंद करवा दिया, वही लोनिवि ने भी अस्थाई रोकथाम के लिए दरार वाले हिस्से को तिरपाल से पाट दिया था। साथ ही सड़क पर वाहनों की आवाजाही पूरी तरह से रोक दी गई थी।

मगर देर रात करीब 12 बजे सड़क की सुरक्षा दीवार भरभरा कर गिर पड़ी। जिससे सड़क का बड़े हिस्से के साथ पत्थर और मलबा पालिका बाजार में घुस गया। फिलहाल पुलिस मौके पर जाकर नुकसान का आकलन कर रही है। कोतवाल अशोक कुमार सिंह ने बताया कि दुकानों के अंदर तक मलबा नहीं पहुंचा है। कई दुकानों के शटर क्षतिग्रस्त हो गए है। मगर कोई जनहानि नहीं हुई है।

पुलिस ने दिन में ही बंद करवा दी थी दुकानें

राजभवन मार्ग में दरारें और धसाव होने के कारण नीचे स्थित पालिका बाजार की करीब दर्जन भर दुकानों में भी मलबा आने का खतरा मंडरा गया था। एहतियात के तौर पर पुलिस ने शाम को ही करीब दर्जनभर दुकानें बंद करवा दी थी। गनीमत रही कि सड़क रात को धंसी, जिससे बड़ा हादसा होने से टल गया।

अब 24 घंटे खुली रहेगी मालरोड

शहर में है शाम छह से रात आठ बजे तक अपर माल रोड से वाहनों की आवाजाही पूरी तरह से प्रतिबंधित है। इस दौरान राजभवन मार्ग से ही वाहन तल्लीताल की ओर आते हैं। मगर राज भवन मार्ग के दरकने के कारण अब मालरोड से ही यातायात चलाना होगा।

काम नहीं आया लोनिवि का जुगाड़

दिन में सड़क पर दरारे आने के बाद लोनिवि भी अस्थाई ट्रीटमेंट में जुट गया था। है। अधिशासी अभियंता दीपक गुप्ता ने खुद मौका मुआयना कर दरार वाले हिस्से तिरपाल से ढकवा दिया था। जिससे दरारों से पानी अंदर न जा पाए। मगर लोनिवि का यह अस्थाई जुगाड़ पांच घंटे भी नहीं चल सका।

डीएसबी परिसर के आसपास के क्षेत्रवासी होंगे प्रभावित

राजभवन मार्ग के टूटने से डीएसबी परिसर क्षेत्र के लोगों को परेशानी उठानी पड़ेगी। वहीं क्षेत्रवासियों की समस्या को देखते हुए तल्लीताल से लागू वन वे व्यवस्था में भी परिवर्तन करना होगा। जिस कारण तल्लीताल की ओर से डीएसबी परिसर तक वाहनों का दबाव बढ़ जाएगा। जिससे कलेक्ट्रेट क्षेत्र में जाम की समस्या भी सामने आएगी।

भूगर्भीय दृष्टि से अति संवेदनशील है क्षेत्र

राजभवन मार्ग का डीएसबी कॉलेज से मल्लीताल तक का क्षेत्र भूगर्भीय दृष्टि से अति संवेदनशील है। पर्यावरणविद् प्रो अजय रावत बताते हैं कि आजादी से पूर्व यह ब्राइडल पाथ हुआ करता था। इस रास्ते पर लोगों को केवल पैदल ही आवाजाही की अनुमति थी। प्रदेश की ग्रीष्मकालीन राजधानी होने के कारण महज वर्ष में एक या दो बार ही राज्यपाल के वाहन इस सड़क से आवाजाही करते थे। मगर आजादी के बाद इस संवेदनशील मार्ग को मोटर मार्ग बना दिया गया। साथ ही इसमें डामरीकरण भी कर दिया गया। डामरीकरण और नाली की सही व्यवस्था नहीं होने के कारण पानी की निकासी नहीं हो पाती। जिससे अक्सर भूस्खलन का खतरा बना रहता है।

पूर्व में दो बार हो चुके हैं बड़े भूस्खलन

प्रो अजय रावत ने बताया कि बीएसबी से मल्लीताल तक के क्षेत्र में पूर्व में भी दो बार बड़े भूस्खलन हो चुके हैं। 1945 में क्षेत्र में हुए भूस्खलन में पठान कहे जाने वाले एक ठेकेदार की मौत हो गई थी। वहीं 1998 में डीएसबी के समीप बड़ा भूस्खलन हुआ था। जिसमें भारी मलबा झील में भी समा गया था। क्षेत्र में पौधारोपण कर किसी तरह भूस्खलन की रोकथाम की गई है।
