देहरादून। उत्तराखंड में 2016 से पहले बनीं अवैध व मलिन बस्तियों को बचाने के लिए राज्य सरकार विधेयक लाने जा रही है। विधानसभा के मानसून सत्र में यह विधेयक लाया जाएगा। शहरी विकास मंत्री बंशीधर भगत के निर्देशों के बाद विभाग ने इसकी तैयारी शुरू कर दी है।

दरअसल, नैनीताल हाईकोर्ट के इन बस्तियों को हटाने संबंधी आदेश के बाद इन पर खतरा मंडरा गया था। राज्य सरकार वर्ष 2018 में उत्तराखंड (नगर निकायों एवं प्राधिकरणों के लिए विशेष प्रावधान) अध्यादेश 2018 लेकर आई थी।

इससे तीन साल तक के लिए खतरा टल गया था। इस अध्यादेश की अवधि जल्द खत्म होने जा रही है। एक बार फिर बस्तियों को बचाने की कवायद तेज हो गई है। अब विधेयक आने के बाद 11 मार्च 2016 के बाद बसी मलिन बस्तियों पर तो कार्रवाई हो सकेगी, लेकिन इससे पहले बसी बस्तियों को अगले तीन साल तक राहत रहेगी।

बड़ा चुनावी मुद्दा भी है मलिन बस्तियां
उत्तराखंड की मलिन बस्तियों में करीब 11 लाख लोग रहते हैं। इनका वोट बैंक देखते हुए राजनीतिक पार्टियों के लिए यह हमेशा ही बड़ा चुनावी मुद्दा भी रहा है। वर्ष 2018 में भी जब हाईकोर्ट ने बस्तियों को लेकर आदेश जारी किया था तो कांग्रेस सरकार इनके बचाव में उतर आई थी। तभी भाजपा भी अध्यादेश लेकर आई थी।

हमने पहले ही विभाग के अधिकारियों को निर्देश दे दिए हैं। वह विधानसभा के मानसून सत्र में लाने के लिए विधेयक तैयार कर रहे हैं। सरकार इन बस्तियों में रह रहे लोगों के प्रति संवेदनशील है।
