देहरादून। प्रदेश में पहले त्रिवेंद्र और फिर तीरथ की विदाई के बाद भाजपा के सामने सबसे बड़ी चुनौती नए चेहरे की रही। चूंकि अगला चुनाव भी सिर पर है और दो सीएम बदलने के बाद पार्टी की फजीहत भी हो रही थी। इस बीच पार्टी ने युवा चेहरे को तवज्जो दी और 30 दिन के भीतर पुष्कर सिंह धामी ने यह भी साबित करने की कोशिश कि वह नाइट वॉचमैन की पारी खेलने नहीं आए हैं। बल्कि उनके भीतर प्रदेश और पार्टी के लिए कुछ करने का माद्दा है।

भाजपा का युवा चेहरे के दम पर अगले विधानसभा चुनाव में उतरने का फैसला 30 दिन में काफी सही राह पर नजर आ रहा है। जब पुष्कर सिंह धामी की ताजपोशी हुई तो यह माना जा रहा था कि वह केवल एक नाइट वॉचमैन की तरह काम करेंगे, लेकिन 30 दिन में उन्होंने जो किया है, वह वाकई अलग है। उन्होंने एक युवा मुख्यमंत्री के तौर पर खुद को साबित करने के साथ ही युवाओं के बीच अपनी पकड़ बनाई है। उन्होंने साबित कर दिया है कि वह भीड़ का हिस्सा नहीं हैं। पार्टी ने भी अब युवा चेहरा, 60 प्लस का नारा देकर आगामी विस चुनाव के लिए एक उम्मीद खड़ी कर दी है।

पार्टी इन दिनों चुनावी मोड में है। इस बीच जनता की समस्याओं को लेकर सीएम धामी पूरे सतर्क हैं। सरकार को जनता के करीब लाने के लिए सभी जिला व तहसील मुख्यालयों में अधिकारियों को रोजाना दो घंटे जनता के लिए देने के आदेश उनकी सोच को सामने लाता है। युवाओं से जुड़े मुद्दे हों या भर्तियां, सीएम धामी सभी पहलुओं पर आगे बढ़ते नजर आ रहे हैं। सत्ता की कमान हाथों में आने के वक्त 45 साल के युवा मुख्यमंत्री पुष्कर सिंह धामी के नेतृत्व को लेकर सबसे बड़ा सवाल यही था कि क्या वे नौकरशाही की लगाम कस पाएंगे? एक महीने के कार्यकाल में जिस अंदाज में धामी ने अफसरशाही को ताश की पत्तों की तरह फेंटा है, उसने साफ कर दिया है कि कुछ हद तक वह अफसरशाही पर लगाम कसते दिखाई दे रहे हैं।

जब बागडोर पूर्व मुख्यमंत्री तीरथ सिंह रावत के हाथों में आई थी। तब उनसे भी अफसरशाही को कसने की उम्मीद की जा रही थी। शुरुआती दिनों में तीरथ ने इरादे भी जताए। लेकिन कुछ दिनों बाद उनका यह इरादा बुलबुले की तरह गायब हो गया। 100 दिन में तीरथ एक जिलाधिकारी नहीं बदल पाए। बागडोर युवा मुख्यमंत्री के हाथों में आई तो सबकी जुबान पर एक ही प्रश्न था कि क्या धामी खांटी नौकरशाही के मोहपाश से बाहर निकल पाएंगे? जानकारों का मानना है कि सत्ता की कुर्सी पर बेशक राजनेता बैठते हों, लेकिन पर्दे के पीछे से सत्ता के फैसलों को खुर्राट नौकरशाह ही प्रभावित करते हैं। यह तो धामी का कार्यकाल ही बताएगा कि वे नौकरशाही के मोहपाश से किस हद तक बाहर रह पाएंगे।

पहले ही दिन सबसे दिग्गज नौकरशाह ओम प्रकाश को मुख्य सचिव को कुर्सी से उतारकर केंद्रीय मंत्री नितिन गडकरी के मनपंसद नौकरशाह डॉ. एसएस संधू की ताजपोशी कर धामी ने जो संकेत दिए, उसने नौकरशाहों में खलबली पैदा कर दी। अपने कार्यालय से दिग्गज नौकरशाहों को एक-एक कर विदा करके वहां नई टीम की तैनाती करने में उन्होंने जरा भी हिचक नहीं दिखाई। इतना ही नहीं देहरादून, हरिद्वार, चमोली, अल्मोड़ा के जिलाधिकारियों को भी बदल डाला। सचिवालय में पूर्व मुख्यमंत्री त्रिवेंद्र सिंह रावत के समय में दिग्गज नौकरशाहों के प्रभार भी बदल डाले।

मुख्यमंत्री ने केवल शासन में बैठे अफसरों को ही नहीं बल्कि जिलास्तरीय अधिकारियों को भी कसने का प्रयास किया। उन्होंने साफ किया कि तहसील और जिलास्तर की शिकायत लेकर किसी व्यक्ति को सचिवालय के चक्कर काटने पड़े तो इसकी जवाबदेही संबंधित अधिकारी की होगी। उनके आदेश के बाद मुख्य सचिव डॉ. एसएस संधू ने दोनों मंडलों के मंडलायुक्तों व जिलाधिकारियों को निर्देश दिए कि वे तहसील दिवसों का आयोजन करें और सुबह 10 से 12 बजे के बीच दो घंटे जनसमस्याओं के समाधान के लिए रखें। उन्होंने हर जिले की मासिक रिपोर्ट भी तलब की।
