देहरादून। देहरादून नशा मुक्ति केंद्र में छोटी-छोटी गलतियों पर बेहद कड़ी सजा भुगतनी पड़ती थी। सजा ऐसी कि नुकीले स्टूल और ईंटों पर पांच से छह घंटे तक बैठाया जाता था। कई बार तो लड़कियां और लड़के घायल भी हो जाते थे।

एक पीड़िता ने बताया कि यहां पर प्रताड़ना की हद पार की जाती थी। यदि किसी ने अपनी प्लेट धोने में थोड़ी देर कर दी तो उसे सजा भुगतनी पड़ती थी। कोई स्टाफ से थोड़ा तेज बोल दे तो घंटों नुकीली ईंटों पर बैठाया जाता था। रात में ड्यूटी कराई जाती थी। इसके लिए सीसीटीवी कैमरे के सामने खड़ा किया जाता था। सुबह रिकॉर्डिंग में देखा जाता था कि अगर पलक झपकी तो उसे सजा मिलनी तय है। यह सजा डंडों से पिटाई और नुकीले स्टूल पर बैठने की होती थी। 

यहां पर स्टाफ ने सजा के अलग-अलग कोड बना रखे थे। स्टूल पर बैठाने को स्टूल देना। ईंट पर बैठाने को ब्रिक पनिशमेंट और डंडों से पीटने को स्टिक कॉन्सिक्वेंस कहा जाता था। पुलिस इस सेंटर के भीतर इन सब बातों की पड़ताल करेगी। यहां पर आठ सीसीटीवी कैमरे लगे हैं। इनकी पड़ताल भी की जा रही है। 

दुष्कर्म के आरोपी संचालक विद्यादत्त रतूड़ी और विभा सिंह पहले अजबपुर स्थित एक नशा मुक्ति केंद्र में काम कर चुके हैं। वहां पर रतूड़ी लड़कों का वार्डन था। विभा सिंह लड़कियों का सेक्शन देखती थी। इसके बाद उन्होंने फरवरी में यहां दो मंजिला मकान किराए पर लिया और नशा मुक्ति केंद्र की शुरुआत कर दी। यहां पर ऊपर के तल में 17 लड़कों को रखा गया है और नीचे के तल में यह पांच लड़कियां रह रही थीं। 

नशा मुक्ति केंद्र में एक पीड़ित से चार से पांच हजार रुपये महीना लिया जाता था। इसमें उनके लिए खाना और कथित रूप से इलाज व काउंसिलिंग कराई जाती थी। हालांकि, यहां पर कौन डॉक्टर है और कौन काउंसलर इस बात का पता नहीं चल सका है। आरोप है कि शुरुआत से ही संचालक इस तरह की घिनौनी हरकतें करता था। कुछ युवक और युवतियां यहां से कथित इलाज लेकर या तंग आकर अपने घरों को जा चुके हैं। ऐसे में पुलिस इन सभी से भी पूछताछ कर रही है।

मामला सामने आने के बाद यहां रह रहे लड़कों ने भी पुलिस को आपबीती बताई है। इनमें से कुछ लड़कों ने कहा कि वह मांगने पर नशा देता था। कई बार उनके साथ मारपीट की जाती थी। इसके लिए उन्होंने एक डंडा रखा हुआ था। इससे ही सबको मारा-पीटा जाता था। पुलिस ने यह डंडा भी अपने कब्जे में ले लिया है। लड़कियों का मेडिकल कराया गया है। शुरुआती जांच में सामने आया है कि लड़कियों के शरीर पर नीले निशान मिले हैं। उन्होंने पैरों के नीले निशानों को महिला पुलिसकर्मियों को भी दिखाया है। इनमें से एक लड़की के अंगूठे में खुली चोट है। लड़कियों ने आरोप लगाया कि उन्हें विभा सिंह ने पीटा था।
