सदन की कार्यवाही होगी सुबह 11 बजे शुरू,

सदन में उच्च शिक्षा मंत्री द्वारा प्रस्तुत किये गए विधेयक पर होगी चर्चा,

कल सदन में उच्च शिक्षा मंत्री धन सिंह रावत ने प्रस्तुत किया था ” दून इंस्टीट्यूट ऑफ मेडिकल साइंसेज (डी0आई0) (एम०एस०) विश्वविद्यालय विधेयक 2021″

सदन में आज होंगे 4 संकल्प प्रस्तुत,

“इस सदन का सुनिश्चित मत है कि राज्य आन्दोलनकारी स्व० श्री बाबा मोहन सिंह उत्तराखण्डी ने गैरसैंण को राजधानी बनाये जाने के लिए अपने प्राणों की आहूति दी थी इसलिए जनमानस की भावनाओं को हुए भराडीसैंण (गैरसैंण) स्थित विधान भवन का नाम राज्य आन्दोलनकारी स्व० श्री बाबा मोहन सिंह उत्तराखण्डी विधान भवन भराडीसैंण गैरसैंण कर दिया जाय।”

“इस सदन का सुनिश्चित मत है कि प्रदेश के पर्वतीय क्षेत्रों में स्वास्थ्य सेवाओं को और अधिक सुविधाजनक बनाने के लिये जनसंख्या के मानकों में शिथिलता प्रदान करते हुये ग्रामसभाओं में स्वास्थ्य केन्द्रों की स्थापना की जाय।”

“इस सदन का सुनिश्चित मत है कि प्रदेश में युवाओं को रोजगार देने के उद्देश्य से सिडकुल (औद्योगिक आस्थानों) की स्थापना की गयी है किन्तु उक्त आस्थानों में उत्तराखण्ड के मूल निवासियों को नाम मात्र का रोजगार प्राप्त हुआ है जबकि उक्त कम्पनियों में 70 प्रतिशत स्थानीय युवाओं को रोजगार देने का वादा/आदेश किया गया था लेकिन किसी भी आस्थान कम्पनियों द्वारा इस आदेश का पालन नहीं किया जा रहा है।

अतः प्रदेश के स्थानीय युवाओं/बेरोजगारों को निजी संस्थानों कम्पनियों में 70 प्रतिशत पद आरक्षित कर दिये जाय।”

“राज्य के समेकित एवं सर्वांगीण विकास को सुनिश्चित करने के लिए प्रदेश के विभिन्न क्षेत्रों में राज्य स्तरीय आय व्ययक आवंटन को भौगोलिक एवं आर्थिक आलोक में युक्तिसंगत बनाने एवं राज्य के विकास में क्षेत्रीय असंतुलन की बढ़ती प्रवृत्ति पर अंकुश लगाने की दृष्टि से यह आवश्यक है कि एक अधिकार सम्पन्न “आय व्ययक एवं वित्त पोषण समरूपता प्रदायक आयोग का गठन कर उसका किन किया जाय”,
