देहरादून, स्टेट ब्यूरो। प्रदेश में क्लीनिकल एस्टेब्लिशमेंट एक्ट अभी तक पूरी तरह लागू नहीं हुआ है। इससे केंद्र सरकार की सभी नागरिकों को सस्ता और बेहतर इलाज देने की मंशा फलीभूत नहीं हो पा रही है। उत्तराखंड में निजी चिकित्सक लगातार इसका विरोध कर रहे हैं। उनका कहना है कि इस एक्ट में कई बिंदु ऐसे हैं, जिन्हें यदि लागू किया जाता है तो छोटे चिकित्सालयों के बंद होने का खतरा हो सकता है। इसे देखते हुए अब प्रदेश सरकार ने निजी चिकित्सालयों को एक्ट से छूट देने की बात कही है। छोटे नर्सिग होम को व्यवहारिकता के आधार पर छूट दी जा सकती है। इसमें एफ्लयूट ट्रीटमेंट प्लांट बनाने, वाहन पार्किंग व सड़कों की चौड़ाई आदि शामिल हैं।

निश्चित तौर पर एक्ट में जो बातें अव्यवहारिक हैं उन्हें बदला जाना चाहिए, मगर उन प्रविधानों का क्या, जिनमें सस्ते इलाज की बात कही गई है। इस एक्ट में साफ है कि इलाज की दरें तय होंगी। देखने में आया है कि निजी अस्पताल कई बार अनावश्यक टेस्ट कराने के साथ ही मनमाना शुल्क भी वसूलते हैं। कोरोना काल में यह बात साबित भी हो चुकी है, जहां मरीजों से इलाज का अधिक पैसा लिया गया। जब सरकार ने इसमें हस्तक्षेप किया, तब कहीं जाकर अस्पताल अब मरीजों का पैसा वापस कर रहे हैं।

सोचनीय यह है कि ऐसी स्थिति आई क्यों। अगर प्रदेश में सख्ती से क्लीनिकल एस्टेब्लिशमेंट एक्ट को लागू किया गया होता तो सबका इलाज तय दरों के आधार पर ही होता। ऐसे में अगर सरकार एक्ट के नियमों में छूट देने पर विचार कर रही है तो यह भी सुनिश्चित होना चाहिए कि इसका लाभ आमजन को भी मिले। अस्पतालों में सही इलाज होने का दावा करने से ही बात पूरी नहीं होगी। अस्पतालों में पारदर्शी तरीके से सस्ता इलाज हो रहा है, यह नजर भी आना चाहिए। इसके लिए सरकार को इस एक्ट में इलाज को लेकर तय मानकों के सख्ती से अनुपालन की व्यवस्था सुनिश्चित कराना भी जरूरी है। इससे एक्ट की मूल भावना बनी रहेगी और अस्पताल प्रबंधन को भी कोई परेशानी नहीं होगी।

सरकार को चाहिए कि वह इस बात को भी देखे कि अन्य राज्यों में एक्ट किस तरह से लागू किया गया है। सरकार की प्राथमिकता अस्पतालों का नहीं, बल्कि आमजन का हित होना चाहिए। यह जरूर है कि अस्पतालों के भवन व अन्य मानकों को लेकर जो परेशानी सामने आ रही है, उनका निस्तारण कर दिया जाए।
