चम्पावत : शारदा बैराज से पड़ोसी देश नेपाल के लिए बन रही 1200 मीटर लंबी मैत्री नहर का निर्माण कार्य अब सितंबर 2022 में पूरा होगा। पहले इसे फरवरी 2022 में पूरा करने का लक्ष्य था। कोरोना महामारी और मानसून के कारण कार्य में बिलंब होने से अब इसे पूरा करने का लक्ष्य छह माह आगे बढ़ा दिया गया है। नहर का 70 फीसदी तथा बैराज में बन रहे मुख्य गेट का 95 फीसदी कार्य पूरा कर लिया गया है।

फरवरी 2022 में पूरा करना था काम

कार्यदायी संस्था एएनएस कंस्ट्रक्शन कंपनी फरीदाबाद के को-ऑर्डिनेटर बीएस राणा ने बताया कि नहर निर्माण का कार्य फरवरी 2022 में पूरा करना था। कोरोना महामारी और मानसून के कारण चार माह तक कार्य रोकना पड़ा था। कार्यदायी संस्था ने भारत सरकार से छह माह का समय और मांगा गया है। नहर का निर्माण कार्य सितंबर 2022 में हर हाल में पूरा कर लिया जाएगा। उन्होंने बताया कि मुख्य गेट का अवशेष पांच फीसदी और नहर का 30 फीसदी कार्य तेजी से किया जा रहा है।

महाकाली नदी के अंतर्गत हुई थी संधि

भारत-नेपाल नहर निर्माण को लेकर वर्ष 1992 में महाकाली नदी के अंतर्गत संधि हुई थी। जिसके तहत भारत को शारदा बैराज से नहर बनाकर नेपाल को सिंचाई के लिए पानी देना था। नेपाल में माओवादी सरकार आने और वहां की गृह स्थित ठीक न होने के कारण संधि को समय पर आगे नहीं बढ़ाया जा सका। नेपाल के हालात ठीक होने के बाद केंद्र सरकार ने संधि के अनुरूप नहर निर्माण करने का फैसला किया। इन दिनों भारत की ओर से 57 करोड़ रुपये की लागत से नहर का निर्माण कार्य किया जा रहा है।

नहर निर्माण कार्य 70 प्रतिशत कार्य पूरा

बैराज में बन रहे मुख्य गेट का 95 प्रतिशत और नहर निर्माण कार्य 70 प्रतिशत कार्य पूरा हो चुका है। शेष कार्य को पूरा करने के लिए छह माह का समय बढ़ा दिया गया है। अब फरवरी 2022 के बजाय सितंबर 2022 में नहर को कंपलीट किया जाएगा। उधर नेपाल ने अपने क्षेत्र में नहर निर्माण कार्य पहले ही पूरा कर लिया था। भारत की ओर से नहर निर्माण कार्य पूरा होने के बाद पड़ोसी देश नेपाल के कई ग्रामीण इलाकों में सिंचाई के लिए पानी की सप्लाई शुरू हो जाएगी। ज्ञात रहे कि बनबसा बैराज से भी भारत द्वारा नेपाल में सिंचाई के लिए शारदा नदी से पानी दिया जाता है।

डाउन स्ट्रीम में खनन भी रहा प्रभावित

नहर निर्माण कार्य के दौरान शारदा खनन क्षेत्र से खनन कार्य भी प्रभावित रहा था। शारदा बैराज से तीन माह तक पानी को छोडऩा पड़ा। इससे एनएचपीसी का विद्युत उत्पादन भी ठप रहा। नहर निर्माण के लिए अभी तक वन निगम सवा दो लाख घन मीटर आरबीएम की निकासी कर चुका है।
