समाज कल्याण विभाग के चर्चित छात्रवृत्ति घोटाले में संस्पेंड हुए संयुक्त निदेशक गीताराम नौटियाल को सरकार ने बहाल कर दिया। इस घोटाले में एसआईटी ने नौटियाल को 31 अक्टूबर 2019 को गिरफ्तार किया था। इसके बाद सरकार ने उन्हें सस्पेंड किया था। शासन स्तर पर बहाली की सहमति बनने के बाद अनुसचिव वीरेंद्र प्रसाद ने नौटियाल की बहाली के आदेश कर दिए।

नौटियाल को फिलहाल हल्द्वानी स्थित समाज कल्याण निदेशालय में अपने मूल पद पर ज्वाइन करने के आदेश दिए गए हैं। इसके बाद वो देहरादून मुख्यालय से अटैच रहते हुए शासन और निदेशालय के बीच समन्वयक का काम देखेंगे। शासन का कहना है कि नौटियाल की बहाली सरकारी सेवक (अनुशासन एवं अपील नियमावली) के तहत की गई है। इसके आधार पर उन्हें सवेतन तत्काल सेवा में लिया गया है।

नौटियाल के खिलाफ हरिद्वार में केस : छात्रवृत्ति घोटाले में नौटियाल के खिलाफ हरिद्वार में सिडकुल थाने में धारा-420, 409,120 बी के तहत मुकदमे दर्ज हैं। शासन का कहना है कि नौटियाल की बहाली इस मामले में सक्षम न्यायालय के फैसले मे अधीन रहेगी।

नौटियाल के लिए सरकार ने दो महीने में ही बदला फैसला
नौटियाल की बहाली समाज कल्याण विभाग में चर्चा का विषय बनी हुई है। दरअसल, 15 जुलाई 2021 को प्रमुख सचिव एल. फेनई की अध्यक्षता में आयोजित उच्च स्तरीय बैठक में नौटियाल की बहाली के मामले पर विस्तार से चर्चा की गई थी। सूत्रों के अनुसार बैठक में बहाली के आवेदन को टाल दिया गया था। बैठक में तय किया गया कि इस मामले को अगले साल वर्ष 2022 में जनवरी में प्रस्तावित बैठक में दोबारा लाया जाएगा।

इस बैठक में समाज कल्याण निदेशक राजेंद्र कुमार, अपर सचिव-न्याय आरके श्रीवास्तव भी मौजूद थे। सवाल यह उठ रहा है कि जब उच्च स्तर पर नौटियाल के मामले जनवरी 2022 में देखने का निर्णय किया था तो दो महीने बाद ही फैसला कैसे बदल गया?
