कॉमर्शियल वाहनों के मालिकों के सामने नई मुसीबत खड़ी हो गई है। जिस कंपनी से उन्होंने अपने वाहनों में जीपीएस डिवाइस लगवाई थी वह काम छोड़ चुकी है, जिस कारण मालिक डिवाइस को रिचार्ज नहीं करवा पा रहे हैं। ऐसे में वाहनों की फिटनेस नहीं हो पा रही है। वाहन मालिक इसे परिवहन विभाग की लापरवाही करार दे रहे हैं।

उनका आरोप है कि विभाग बेवजह पेरशान कर रहा है, जिन वाहनों में जीपीएस लगे हैं, उनका अभी तक उपयोग नहीं हो रहा, यह सिर्फ शोपीस बने हुए हैं। जनवरी 2019 से बस, टैक्सी, मैक्सी और ट्रक समेत अन्य कॉमर्शियल वाहनों के लिए जीपीएस और पैनिक बटन जरूरी है। इसके बाद से प्रदेश में पंजीकृत हुए करीब दस हजार वाहनों पर जीपीएस और पैनिक बटन लग चुके हैं। जीपीएस लगाने के लिए परिवहन विभाग ने कुछ कंपनियां अधिकृत कर रखी थीं। जीपीएस डिवाइस को सालभर में रिचार्ज करना जरूरी है।

डिवाइस रिचार्ज होने के बाद वाहन को फिटनेस दी जाती है। वाहन स्वामी फिटनेस के लिए आरटीओ दफ्तर पहुंच रहे हैं, जहां उनसे जीपीएस डिवाइस रिचार्ज का प्रमाण मांगा जा रहा है, लेकिन जिस कंपनी ने जीपीएस डिवाइस लगाई थी वह काम छोड़ चुकी है, ऐसे वाहन मालिक डिवाइस को रिचार्ज नहीं करवा पा रहे हैं।

अब दस हजार रुपये में लगेगी नई डिवाइस : देहरादून टैक्सी एसोसिएशन के उपाध्यक्ष खलिक अहमद का कहना है कि डिवाइस जिस कंपनी है, वही रिचार्ज कर सकती है। नई डिवाइस लगाने के लिए भी पहले पुरानी वाली कंपनी डिवाइस को परिवहन विभाग से ऑनलाइन साफ्टवेयर से हटवाना होगा, तभी नई लग पाएगी। नई डिवाइस लगाने के लिए आठ से दस हजार रुपये खर्च करने होंगे। जबकि रिचार्ज करने में साढ़े चार से साढ़े पांच हजार रुपये तक लग रहे हैं।

केस-1: वक्तार अहमद की 2019 डिजायर गाड़ी है। दो साल बाद वह वाहन की फिटनेस के लिए आरटीओ दफ्तर पहुंचे। यहां उनसे जीपीएस डिवाइस का प्रमाण पत्र लाने को कहा। जीपीएस लगाने वाली कंपनी के कार्यालय में गए तो पता चला कंपनी काम छोड़ चुकी है। अब उनकी वाहन की फिटनेस नहीं हो पा रही है।

केस-2: खुशहाल ट्रांसपोर्ट के कुछ ट्रक 2019 मॉडल के हैं, जिनकी फिटनेस करवाने के लिए उनको पहले जीपीएस डिवाइस रिचार्ज करवानी पड़ी। ट्रांसपोर्टरों का कहना है कि जब अभी तक कंट्रोल रूम नहीं बना तो क्यों ट्रांसपोर्टरों से हजारों रुपये खर्च करवाए जा रहे हैं। ट्रांसपोर्टर पहले कोरोना की मार झेल रहे हैं, अब काम शुरू हुआ तो इस तरह की मुसीबतें खड़ी होने लगी है।

उत्तराखंड में अभी तक नहीं बन पाया कंट्रोल रूम
यात्रियों की सुरक्षा और आपात स्थिति के लिए वाहनों में जीपीएस और पैनिक बटन लगाए गए। इसके लिए राज्य स्तर पर एक कंट्रोल रूम बनाया जाना था। जहां से जीपीएस के माध्यम से वाहनों को ट्रैक किया जा सके, लेकिन अभी तक कंट्रोल रूम नहीं बन पाया। ऐसे में पैनिक बटन और जीपीएस वाहनों में शोपीस बने हुए हैं। वाहन मालिकों को बेवजह हजारों रुपये खर्च करने पड़ रहे है। इससे परिवहन विभाग की कार्य प्रणाली पर सवाल उठ रहे हैं।

फिटनेस के लिए जीपीएस डिवाइस का रिचार्ज होना जरूरी है। कुछ वाहन मालिकों की शिकायत है कि जिस कंपनी ने उनकी गाड़ी में जीपीएस लगाई थी, वह बाजार में नहीं है। अब वह दूसरी कंपनी की डिवाइस लगाना चाहते हैं, इसके लिए उनको पुरानी कंपनी का जीपीएस हटवाना है। उनके प्रार्थना पत्र मुख्यालय भेजे दिए हैं। रही बात कंट्रोल रूम स्थापित करने की, यह मुख्यालय स्तर से बनाया जाना है।
