उत्तराखंड में चल रही पटवारी-लेखपाल भर्ती की प्रक्रिया का पैटर्न बदलने जा रहा है। उत्तराखंड अधीनस्थ सेवा चयन आयोग ने इसके लिए सरकार को प्रस्ताव भेजा दिया है। इसमें कहा गया है कि किसी भी भर्ती के तरीके को आयोग तय करेगा न कि विभाग।

विभाग से आए अधियाचन (सिफारिश) के हिसाब से इन भर्तियों के लिए पहले फिजिकल और फिर लिखित परीक्षा होनी चाहिए। इस नियम की वजह से आयोग पसोपेश में था कि इतनी बड़ी संख्या में युवाओं की फिजिकल कैसे कराई जाएगी।

लिहाजा, आयोग ने बैठक कर तय किया है कि यह उसका अधिकार होना चाहिए कि भर्ती की प्रक्रिया क्या हो। आयोग ने एक प्रस्ताव तैयार कर शासन को भेजा है, जिसमें कहा गया है कि पटवारी-लेखपाल सहित सभी भर्तियों में पैटर्न क्या होगा, यह आयोग ही तय करेगा। कोई भी विभाग तय नहीं करेगा कि उसकी प्रक्रिया क्या होगी। शासन से अनुमति मिलने के बाद ही पटवारी-लेखपाल भर्ती की गाड़ी आगे बढ़ेगी।

चार भर्तियों में एक लाख से अधिक आवेदन
उत्तराखंड अधीनस्थ सेवा चयन आयोग की भर्तियों में आ रहे भारी भरकम आवेदन एक नई चुनौती बन रहे हैं। चार भर्तियां ऐसी हैं, जिनमें एक लाख से अधिक आवेदन आ गए हैं। आयोग के लिए अब इनकी परीक्षा कराना बड़ी चुनौती है। पटवारी-लेखपाल भर्ती में एक लाख 43 हजार आवेदन आए हैं। इसकी परीक्षा तिथि अभी तय नहीं है। कनिष्ठ सहायक इंटरमीडिएट स्तर भर्ती में एक लाख 19 हजार आवेदन आए हैं, जिनकी परीक्षा 31 अक्तूबर को प्रस्तावित है। ग्रेजुएशन लेवल भर्ती परीक्षा के लिए दो लाख 20 हजार आवेदन आए हैं, जिसकी परीक्षा नवंबर में प्रस्तावित है। फॉरेस्ट गार्ड भर्ती परीक्षा के लिए भी एक लाख 57 हजार आवेदन आ चुके हैं जबकि प्रयोगशाला सहायक के लिए 90 हजार आवेदन आ गए हैं। इतने भारी भरकम आवेदनों की वजह से आयोग को परीक्षा में मुश्किलें पेश आ रही हैं।

चुनाव आचार संहिता से भर्तियां हो सकती हैं प्रभावित
सरकार की कोशिशों के चलते अधीनस्थ सेवा चयन आयोग ने नई भर्तियों के आवेदन तो मंगा लिए हैं लेकिन इनकी परीक्षाओं पर विधानसभा चुनाव की छाया पड़ना तय माना जा रहा है।

दरअसल, दिसंबर में चुनाव आचार संहिता लगने की संभावनाओं के बीच आयोग अभी इंतजार कर रहा है। आयोग का कहना है कि अगर आचार संहिता लग गई तो प्रशासन के अधिकारी उसमें व्यस्त हो जाएंगे। तब परीक्षाएं चुनाव के बाद ही होंगी।

पटवारी सहित अन्य भर्तियों में पैटर्न आयोग पर निर्भर करे, इसका प्रस्ताव शासन को भेज दिया गया है। इसके बाद आयोग अपने हिसाब से भर्तियों की परीक्षाएं कराएगा। पटवारी भर्ती में पहले फिजिकल की शर्त की वजह से यह दुश्वारी पेश आई है। बाकी परीक्षाओं की तिथियां आचार संहिता की संभावनाओं पर निर्भर करेंगी।
