प्रदेश के महाविद्यालयों की 63 हजार से अधिक छात्राओं को रोडवेज बसों में घर से महाविद्यालय तक आने जाने में मुफ्त सफर का तोहफा मिल सकता है। इसके अलावा छात्रों को भी बस किराये में कुछ छूट दिए जाने की तैयारी है। सचिवालय में उच्च शिक्षा विभाग की समीक्षा बैठक में मुख्य सचिव डा. एसएस संधु ने छात्र-छात्राओं को बसों में छूट के संबंध में शीघ्र प्रस्ताव तैयार करने के निर्देश दिए।

ऑनलाइन एजुकेशन एक अच्छा विकल्प
बैठक में मुख्य सचिव ने कहा कि पर्वतीय क्षेत्रों में कॉलेज तो हैं पर फैकल्टी की कमी है। इसके लिए ऑनलाइन एजुकेशन एक अच्छा विकल्प है। मुख्य सचिव ने कहा कि उच्च शिक्षा में गुणवत्ता लाने के प्रयास किए जाएं। देश-विदेश और प्रदेश के बेस्ट टीचर्स के लेक्चर के वीडियो सभी कॉलेजों और विश्वविद्यालयों को उपलब्ध कराए जाएं। इससे छात्र-छात्राओं को सबसे अच्छे अध्यापकों से ज्ञान अर्जन का अवसर मिलेगा। इसके लिए सभी कक्षाओं में टीवी या बड़ी स्क्रीन उपलब्ध कराई जाए। ऐसे क्षेत्रों में जहां नेटवर्क नहीं हैं, यह पाठ्य सामग्री और वीडियो पेनड्राइव के माध्यम से उपलब्ध कराई जाए। यह हमारे पर्वतीय संस्थानों के लिए अत्यधिक उपयोगी होगा। इससे हमारे शिक्षकों को भी विषय के बेस्ट लेक्चर सुनने का लाभ मिलेगा।

बैठक में मुख्य सचिव ने सभी राजकीय कॉलेज व यूनीवर्सिटी में इनोवेटिव क्लब बनाए जाने के निर्देश दिए। उन्होंने कहा कि इससे नवाचार को बढ़ावा मिलेगा। इस मद में धन की कमी नहीं होने दी जाएगी। साथ ही, देश के बेस्ट कॉलेज के मॉडल को अपनाकर अपने राज्य में लागू किया जाए। शुरुआत में हर जिले के एक कॉलेज में इसे शुरू की जा सकता है। जिसका अनुपालन अन्य सरकारी और प्राइवेट कॉलेज कर सकेंगे। उन्होंने टीचर्स को भी अपडेट रखने के लिए शॉर्ट टर्म कोर्सेज कराए जाने की व्यवस्था के निर्देश दिए। 

मुख्य सचिव ने अधिकारियों को सभी सरकारी शिक्षण संस्थानों को नेशनल इंस्टीट्यूट रैंकिंग फ्रेमवर्क (एनआईआरएफ) में अनिवार्य रूप में प्रतिभाग करने के निर्देश दिए। उन्होंने कहा कि रैंकिंग में प्रतिभाग करने से संस्थानों की गुणवत्ता में सुधार आएगा। उन्होंने कॅरिअर काउंसिलिंग पर भी फोकस किए जाने के निर्देश दिए। कहा कि एक ऐसा पैनल तैयार किया जाए जिसमें अनुभवी लोगों को रखा जाए, जो छात्र-छात्राओं को कॅरिअर के संबंध में सुझाव दे सकें। 

मुख्य सचिव ने प्रत्येक जनपद में महिला छात्रावासों को विकसित और सुदृढ़ किए जाने के भी निर्देश दिए। उन्होंने कहा कि पहले से उपलब्ध छात्रावासों को सुदृढ़ करके ऐसी व्यवस्था की जाए, जिसमें किसी भी कॉलेज और विश्वविद्यालय की छात्राएं रह सकें। उन्होंने कहा कि दूरस्थ पर्वतीय क्षेत्रों में छात्र-छात्राएं कॉलेज दूर होने या किराया अधिक होने के कारण कॉलेज नहीं जा पाते। हमारे प्रदेश का युवा उच्च शिक्षा से वंचित न रहे, इसके लिए प्रयास किए जाने चाहिए। इस अवसर पर अपर मुख्य सचिव राधा रतूड़ी, विश्वविद्यालयों के कुलसचिव एवं रजिस्ट्रार उपस्थित रहे।

मुख्य सचिव ने बैठक में महाविद्यालयों की छात्राओं को घर से महाविद्यालय तक आने जाने के लिए रोडवेज बसों में मुफ्त सफर एवं छात्रों को कुछ छूट दिए जाने के लिए प्रस्ताव तैयार करने को कहा है। कई स्थानों पर रोडवेज बसें नहीं हैं। ऐसे में छात्र-छात्राओं को किराए में सब्सिडी दिए जाने पर भी विचार किया जा रहा है।
