नैनीताल : हाई कोर्ट ने हरिद्वार में 2010 में हुए पुस्तकालय घोटाले के मामले में दायर जनहित याचिका पर सुनवाई की। कार्यवाहक मुख्य न्यायधीश न्यायमूर्ति संजय कुमार मिश्रा व न्यायमूर्ति आरसी खुल्बे की खण्डपीठ ने मदन कौशिक व ग्रामीण विकास विभाग के अधिशासी अभियंता रामजी लाल को नोटिस जारी कर 20 अप्रैल तक जवाब पेश करने को कहा है। अगली सुनवाई को 20 अप्रैल की तिथि नियत की है।

देहरादून निवासी सच्चिदानंद डबराल ने जनहित याचिका दायर कर कहा है कि 2010 में तत्कालीन विधायक मदन कौशिक ने अपनी विधायक निधि से करीब डेढ़ करोड़ की लागत से 16 पुस्तकालय बनाने के लिए पैसा आवंटित किया था ,पुस्तकालय बनाने के लिए भूमि पूजन से लेकर उद्घाटन तक का फाइनल पेमेंट कर दी गई। लेकिन आज तक धरातल पर किसी भी पुस्तकालय का निर्माण नहीं किया गया। इससे स्पष्ट होता है कि विधायक निधि के नाम पर विधायक ने तत्कालीन जिलाधिकारी, मुख्य विकास अधिकारी समेत ग्रामीण निर्माण विभाग के अधिशासी अभियंता के साथ मिलकर बड़ा घोटाला किया गया ।

याचिकाकर्ता का कहना है कि पुस्तकालय निर्माण का जिम्मा ग्रामीण अभियंत्रण सर्विसेस को दिया गया और विभाग के अधिशासी अभियंता के फाइनल निरीक्षण और सीडीओ की संस्तुति के बाद काम की फाइनल पेमेंट की गई। जिससे स्पष्ट होता है कि अधिकारियों की मिलीभगत से बड़ा घोटाला हुआ है लिहाजा पुस्तकालय के नाम पर हुए इस घोटाले की सीबीआई जांच करवाई जाए।
