हल्द्वानी। सरकारी अस्पतालों और देहरादून के राजकीय मेडिकल कॉलेज की तरह ही हल्द्वानी के राजकीय मेडिकल कॉलेज (एसटीएच) में भी हर तरह की जांचें महंगी होंगी। सरकारी मेडिकल कॉलेजों में जांच-इलाज की सुविधा समान दर पर देने की कवायद शुरू हो गई है। जल्द ही उत्तराखंड के मेडिकल कॉलेजों के प्राचार्य डीजी हेल्थ को प्रस्ताव भी भेजेंगे। हल्द्वानी एसटीएच में वर्तमान में करीब 20 साल पुरानी दरों पर ही इलाज की सुविधा दी जा रही है। यदि समान दर पर जांच-इलाज की अनुमति मिलती है तो पर्ची कटाने से लेकर ईसीजी, सीटी स्कैन, अल्ट्रासाउंड तक के लिए मरीज को तीन से चार गुना कीमत चुकानी पड़ेगी। 5 रुपये के पर्चे के लिए 17, अल्ट्रासाउंड के लिए 150 के बजाय 364 और सीटी स्कैन के लिए 400 की बजाय डेढ़ से दो हजार रुपये तक चुकाने पड़ सकते हैं।

क्या है मामला

उत्तराखंड के सरकारी मेडिकल कॉलेजों में जांच-इलाज की सुविधा जल्द ही एक समान दर पर मिलेगी। पर्चे की दर को भी एक समान किया जाएगा। इन मेडिकल कॉलेजों के प्राचार्य एक सप्ताह के भीतर महानिदेशक-चिकित्सा शिक्षा को इसका प्रस्ताव भेजेंगे। वर्तमान में देहरादून, हल्द्वानी, श्रीनगर और अल्मोड़ा में मेडिकल कॉलेज संचालित हैं।

ओपीडी का समय भी एक ही रहेगा

मेडिकल कॉलेज के प्राचार्यों ने राय दी है कि 12 महीने ओपीडी का समय भी एक ही रखा जाए। यानी सुबह नौ से दोपहर तीन बजे तक ओपीडी चलाई जाए। अभी तक ओपीडी का समय गर्मियों में सुबह आठ से दोपहर दो और सर्दियों में सुबह नौ से दोपहर तीन बजे तक रहता है।

आम लोगों की जेब पर पड़ेगी महंगाई की मार

मेडिकल कॉलेजों में जांच की दरें समान होने के बाद खाद्य पदार्थों, पेट्रोलियम उत्पादों पर पहले से ही महंगाई झेल रही आम जनता को खासा परेशानी झेलनी पड़ेगी। डॉ. सुशीला तिवारी अस्पताल हल्द्वानी पर वर्तमान में कुमाऊं के सभी 6 जिलों का भार है। जांच और इलाज की दरें कम होने के कारण हर वर्ग का व्यक्ति इस अस्पताल का लाभ उठा रहा है। अस्पताल प्रशासन की मानें तो 2002 में उत्तराखंड में मेडिकल काउंसिल एक्ट लागू होने के बाद से एसटीएच में दरें रिवाइज नहीं हुई हैं। 20 साल पहले एसटीएच में जो रजिस्ट्रेशन पर्चा 5 रुपये का कट रहा था वो आज भी 5 रुपये पर ही है।

सीटी स्कैन 400 रुपये 1500 से 2100 रुपये तक 2200 से 3400 रुपये तक

ईको 150 रुपये 354 रुपये –

अल्ट्रासाउंड 150 रुपये 364 रुपये 525 रुपये

(नोट : दून मेडिकल कॉलेज पहले जिला अस्पताल हुआ करता था। 2016 में मेडिकल कॉलेज बना। ऐसे में 2016 से पूर्व में इसमें हर साल 10%यूजर चार्ज बढ़ते रहने के कारण वर्तमान में यहां जांच-इलाज की दरें अन्य मेडिकल कॉलेजों से अधिक हैं।)

मेडिकल कॉलेजों में जांच-इलाज के लिए समाज दरें लागू होंगी तो इसका असर आम व्यक्ति पर पड़ेगा। हल्द्वानी मेडिकल कॉलेज में मेडिकल काउंसिल एक्ट लागू होने के बाद से ही दरें नहीं बढ़ी हैं। इस अस्पताल पर पूरे कुमाऊं के मरीज निर्भर रहते हैं।– डॉ. अरुण जोशी, प्राचार्य, राजकीय मेडिकल कॉलेज हल्द्वानी
