देहरादून : मरीज के स्वास्थ्य के साथ ही आर्थिक हानि की भरपाई निजी अस्पताल को करनी होगी। जिला उपभोक्ता विवाद प्रतितोष आयोग ने एक मामले में अस्पताल को इलाज पर खर्च रकम के साथ ही आर्थिक हानि की भी भरपाई का आदेश दिया है। अस्पताल को 25 हजार रुपये मानसिक क्षतिपूर्ति व दस हजार रुपये वाद व्यय के भी देने होंगे।

आयोग में दायर किया वाद
हरिद्वार के बहादराबाद निवासी विवेक चौहान, उनके भाई विनीत कुमार व बहन विजेता देवी ने दून स्थित भारत हार्ट इंस्टीट्यूट व चंडीगढ़ के ब्लू बर्ड इमेजिंग को पक्षकार बना आयोग में वाद दायर किया।

  • वादीगण के अनुसार उनके पिता उधम सिंह चौहान को हृदय संबंधी समस्या होने पर उक्त अस्पताल में ले जाया गया। जहां चिकित्सक ने उनका परीक्षण कर बताया कि उनके हृदय की रक्त वाहिनियों में रुकावट है।

उपचार के लिए 2,89,800 रुपये खर्च किए
इस कारण अन्य उपचार के साथ स्टंट डालने की आवश्यकता है। उन्हें उपचार के लिए 2,89,800 रुपये खर्च किए, जिसमें एक लाख रुपये स्टंट की कीमत शामिल थी। उपचार के दौरान रक्त के लिए भी 4,800 रुपये खर्च हुए।

स्टंट सौ प्रतिशत अवरुद्ध बताया
बाद में दोबारा हृदय में दर्द उत्पन्न होने पर वह उन्हें वापस अस्पताल लेकर गए। जहां बताया गया कि स्टंट सौ प्रतिशत अवरुद्ध हो गया है। उनके ये कहने पर कि स्टंट पर तीन वर्ष की गारंटी/बीमा दिया गया था।

चिकित्सक ने कहा- अब कुछ नहीं हो सकता
चिकित्सक ने कहा कि अब कुछ नहीं हो सकता। मरीज की बाईपास सर्जरी करनी पड़ेगी। यह कहकर बाईपास सर्जरी में असमर्थता जता दी कि उनके पास कोई कुशल सर्जन नहीं है। कहा कि कहीं और सर्जरी करवा लें, जिसका खर्च वह वहन करेंगे।

मरीज को डाला गया स्टंट निम्न स्तर का
इस पर स्वजन मरीज को एस्कार्ट अस्पताल ले गए। वहां बताया गया कि मरीज को डाला गया स्टंट निम्न स्तर का है। बाईपास सर्जरी पर उनके 1,53,223 रुपये खर्च हुए। पर जब उन्होंने विपक्षी से संपर्क किया तो उन्होंने भुगतान से इन्कार कर दिया।

वादी के साथ कोई अनुबंध नहीं हुआ
अस्पताल के प्रतिनिधि ने आयोग में कहा कि मरीज के स्वजन को मूल बिल व इस आशय का प्रमाण पत्र देने को कहा गया था कि वे किसी अन्य एजेंसी से खर्च का दावा नहीं करेंगे। लेकिन यह प्रपत्र उन्होंने प्रस्तुत नहीं किए। स्टंट से जुड़ी कंपनी ब्लू बर्ड इमेजिंग ने कहा कि उनका वादी के साथ कोई अनुबंध नहीं हुआ था।

अस्पताल को करनी होगी भरपाई
आयोग के अध्यक्ष भूपेंद्र सिंह दुग्ताल और सदस्य विमल प्रकाश नैथानी व अलका नेगी ने तमाम पक्षों को सुनने के बाद यह आदेश दिया कि अस्पताल उपभोक्ता को बाईपास सर्जरी का 1,53,223 रुपये का खर्च, इलाज का संपूर्ण खर्च 2,89,800 रुपये व आर्थिक हानि के रूप में 36 हजार रुपये का भुगतान करे।
