देहरादून: प्रदेश सरकार अब गंभीर सजा पाने वाले कैदियों को पैरोल देने की नियमावली में संशोधन करने की तैयारी कर रही है।

इस कड़ी में केंद्र सरकार के दिशानिर्देशों के नुसार पैरोल देने की न्यूनतम अवधि को चार वर्ष से घटाकर तीन वर्ष किया जाना प्रस्तावित है। जल्द ही इससे संबंधित प्रस्ताव कैबिनेट के समक्ष लाया जाएगा।

सिद्ध दोष कैदियों को पैरोल देने के लिए नियमावली बनाई गई
प्रदेश में सिद्ध दोष कैदियों को पैरोल देने के लिए नियमावली बनाई गई है। इसके तहत सजा पाने वाले कैदियों को तुरंत पैरोल नहीं दिया जाता है। इसके लिए लिए कुछ समय इंतजार करना पड़ता है। सामान्य सजा पाने वाले कैदियों के लिए यह अवधि एक साल तक हो सकती है।

वहीं गंभीर सजा पाने वालों को चार वर्ष से पहले पैरोल नहीं दिया जाता। दरअसल, पैरोल वह व्यवस्था है जिसके अनुसार कैदियों को उनके परिवार में किसी अपरिहार्य कारणों के लिए जेल से कुछ समय के लिए सशर्त छोड़ा जाता है।

कुछ समय पहले सुप्रीम कोर्ट ने एक याचिका की सुनवाई करते हुए कहा था कि गंभीर सजा पाने वाले कैदियों को भी अपरिहार्य यानी स्वजन की मृत्यु अथवा मां-बाप की बीमारी की स्थिति में जल्द पैरोल क्यों न दिया जाए।

पैरोल देने की नीति में संशोधन किया जा रहा है
कोर्ट ने इसके लिए केंद्र सरकार को विचार करते हुए नीति में संशोधन करने को कहा था। इस कड़ी में शासन द्वारा पैरोल देने की नीति में संशोधन किया जा रहा है।

नीति में गलत सूचना देकर पैरोल लेने वालों के लिए भी कड़े प्रविधान किए जा रहे हैं। यह देखने में आया है कि कई बार कैदी गलत सूचना देकर बार-बार पैरोल की अवधि बढ़ाते हैं। ऐसी शिकायतें भी शासन तक पहुंची हैं।

इसे देखते हुए अब इन नियमों को सख्त करने की व्यवस्था की जा रही है। गलत सूचना से पैरोल हासिल करने की सत्यता प्रमाणित होने पर ऐसे कैदियों को भविष्य में पैरोल न दिए जाने पर विचार किया जा रहा है। जल्द ही यह संशोधित नीति कैबिनेट में लाई जाएगी।
