उच्च शिक्षा विभाग में डॉ. ललित प्रसाद शर्मा मात्र 11 दिन और डॉ. गंगोत्री त्रिपाठी व डॉ. नारायण प्रकाश माहेश्वरी 30-30 दिन के लिए प्रभारी निदेशक रहे। इसके अलावा कोई दो तो कोई तीन महीने निदेशक रहा। पिछले चार साल के आंकड़ों पर नजर डालें तो औसतन हर चार महीने में निदेशक बदल रहे हैं।

उच्च शिक्षा मंत्री डॉ. धन सिंह रावत के मुताबिक, इससे विभागीय कार्य को गति नहीं मिल पा रही है। सरकार की ओर से विचार किया गया कि अब डीपीसी उसी की कराई जाए, जिसकी रिटायरमेंट की अवधि कम से कम एक साल बची हो। इस पर सभी के सुझाव आने के बाद जल्द निर्णय लिया जाएगा।

उच्च शिक्षा विभाग में पिछले चार साल में 12 निदेशक बदल चुके हैं। कुछ का कार्यकाल मात्र 11 दिन से लेकर एक महीने का रहा। इसी साल एक माह पूर्व नारायण नगर डिग्री कालेज के प्राचार्य प्रवीन जोशी को शासन ने विभाग का नया निदेशक बनाया था, 30 नवंबर को वह सेवानिवृत्त हो गए।

अब एमबी कॉलेज हल्द्वानी के प्राचार्य जगदीश प्रसाद को उच्च शिक्षा विभाग का नया निदेशक बनाया गया है। अब नए निदेशक का कार्यकाल भी मात्र तीन महीने का है। नवनियुक्त निदेशक के मुताबिक, फरवरी 2023 में सेवानिवृत्त हो रहे हैं।

निदेशक बनने से सामान्य कामकाज पर असर

विभाग में निदेशकों का कार्यकाल बहुत कम होने से उच्च शिक्षा में सामान्य कामकाज पर इसका असर पड़ रहा है। विभागीय अफसरों के मुताबिक, उच्च शिक्षा विभाग के निदेशक पदभार ग्रहण करने के बाद विभाग के बारे में इससे पहले कुछ समझ पाएं, उनकी सेवानिवृत्ति की तिथि नजदीक आ जाती है। बहुत कम समय के लिए निदेशक बनने से सामान्य कामकाज पर असर पड़ रहा है। पदोन्नति एवं वित्त से संबंधित फैसलों पर निर्णय नहीं हो पा रहे हैं। नए कार्यों को लेकर भी कोई फैसले नहीं हो पा रहे हैं।  

नई शिक्षा नीति को लागू करना प्राथमिकता 
उच्च शिक्षा विभाग के नवनियुक्त निदेशक जगदीश प्रसाद के मुताबिक, नई शिक्षा नीति को प्रभावशाली तरीके से लागू करना, महाविद्यालयों में फैकल्टी, भवन, लैब आदि की कमी को दूर करना उनकी प्राथमिकता होगी। कहा कि सीएम प्रदेश को नॉलेज हब बनाना चाहते हैं, इस दिशा में तेजी से काम किया जाएगा।

विभाग में निदेशक पद के लिए एडवांस डीपीसी की गई है। एक निदेशक के सेवानिवृत्त होते ही दूसरे को निदेशक बनाया जा रहा है। बहुत कम समय के लिए निदेशक बनने से कामकाज पर असर पड़ रहा, जिसे देखते हुए डीपीसी में अब उन प्राचार्यों को ही शामिल करने पर विचार किया जा रहा, जिनकी सेवानिवृत्ति की अवधि कम से कम एक साल हो। – डॉ. धन सिंह रावत, उच्च शिक्षा मंत्री
