चंपावत वन प्रभाग की शारदा नदी के अपस्ट्रीम और हल्द्वानी वन प्रभाग के अंतर्गत नंधौर नदी के ईको-सेंसिटिव जोन में खनन की अनुमति नहीं दी जा सकती है। एनजीटी की ओर से गठित संयुक्त समिति ने निरीक्षण के बाद इस बात की सिफारिश की है।

संयुक्त समिति की रिपोर्ट में कहा गया है कि सचिव, औद्योगिक विकास (खनन) राज्य सरकार ने नंधौर नदी के अपस्ट्रीम में खनन की अनुमति दी थी, हालांकि अभी खनन शुरू नहीं हुआ है। यह इलाका जैव विविधता से समृद्ध है और नंधौर वाइल्ड लाइफ सेंचुरी के ईको-सेंसिटिव जोन में आता है। इसलिए खनन गतिविधि की अनुमति नहीं दी जा सकती है। हालांकि मिट्टी के कटाव को रोकने के लिए विधिवत उपाय किये जा सकते हैं। एनजीटी का कहना है कि शारदा बैराज के अपस्ट्रीम में भी खनन कार्य नहीं किया जा सकता है।

हरिद्वार की हरिपुर कलां निवासी 14 वर्षीय रिद्धिमा पांडे ने 9 अप्रैल को एनजीटी में शिकायत कर कहा था कि प्रदेश सरकार ने आपदा की आड़ में नंधौर वन्यजीव अभयारण्य हल्द्वानी वन प्रभाग के ईको-सेंसिटिव जोन में खनन की अनुमति दी है। वहीं चंपावत वन प्रभाग की शारदा नदी के आरक्षित वन क्षेत्र में भी अवैध खनन की स्वीकृति दी गई है जबकि यह क्षेत्र टाइगर और हाथियों का मुख्य वासस्थल है।

संयुक्त रूप से किया गया नदी के तटीकरण
यह क्षेत्र पर्यावरण के लिहाज से महत्वपूर्ण और संवेदनशील क्षेत्र के रूप में अधिसूचित किए गए हैं, लेकिन उत्तराखंड शासन की ओर से आपदा की आड़ में छह महीने की अवधि के लिए प्रतिबंधित क्षेत्र में खनन कराने की प्रक्रिया शुरू कर रखी है। एनजीटी ने मामले की जांच के लिए मुख्य वन संरक्षक, उत्तराखंड सरकार, सीपीसीबी, राज्य पीसीबी, जिला मजिस्ट्रेट चंपावत और नैनीताल की संयुक्त कमेटी का गठन किया। संयुक्त समिति के निरीक्षण के दौरान नंधौर और शारदा नदी के अपस्ट्रीम में कोई खनन गतिविधि नहीं पाई गई। हालांकि नंधौर नदी के चैनलाइजेशन सहित कुछ ड्रेजिंग गतिविधि 100-100 मीटर के दो स्थानों पर पाई गई। हल्द्वानी वन प्रभाग की ओर से दी गई जानकारी के अनुसार, जून में सिंचाई विभाग और वन विभाग ने संयुक्त रूप से नदी के तटीकरण का कार्य किया। निकाला गया आरबीएम नदी के दोनों किनारों पर जमा किया गया है।

इनका कहना है-
संयुक्त समिति की ओर से जारी संस्तुति का पालन किया जाए। भविष्य में भी उम्मीद करेंगे कि आपदा की आड़ में पर्यावरण और वन्यजीवों को नुकसान ना पहुंचाया जाए। रिपोर्ट में यह कहा गया है कि डीएफओ ने सिंचाई विभाग के साथ मिलकर दो जगहों पर चैनलाइज किया है। सवाल उठता है कि चैनलाइजेशन के लिए मुख्य वन्य जीव प्रतिपालक से विधिवत अनुमति ली गई है या नहीं। -रिद्धिमा पांडे, पर्यावरण प्रेमी

संयुक्त समिति की रिपोर्ट में कहा गया है कि नंधौर के ईको-सेंसिटिव इलाके में खनन कार्य नहीं किया जा सकता। मिट्टी के कटाव को रोकने के लिए विधिवत उपाय किए जा सकते हैं। नदी के दोनों ओर आरबीएम डाला जा सकता है मगर इसकी सामग्री (आरबीएम) बाहर नहीं जा सकती। -बाबू लाल, डीएफओ, हल्द्वानी वन प्रभाग।
