देहरादून : उत्तराखंड को हरित प्रदेश बनाने के संकल्प की आधारशिला नव वर्ष के पहले महीने के पहले पखवाड़े में रखी जाएगी। प्रदेश सरकार वर्ष 2027 तक 4000 मेगावाट सौर ऊर्जा उत्पादित करने के लक्ष्य को लेकर आगे बढ़ेगी।

मुख्यमंत्री पुष्कर सिंह धामी 14 जनवरी को सूर्य उपासना के पर्व उत्तरायणी पर नई सौर ऊर्जा नीति लांच करेंगे। सौर ऊर्जा उत्पादकों के लिए राहत की बात ये है कि इसकी खरीद अनिवार्य रूप से ऊर्जा निगम करेगा। इस संशोधित नीति को आगामी कैबिनेट में रखा जाएगा।

उत्तरायणी पर्व के अवसर पर इस नीति को क्रियान्वित किया जाएगा
जलविद्युत परियोजनाओं के बूते ऊर्जा प्रदेश बनने की उम्मीदों को पर्यावरणीय बंदिशों के कारण झटका लगने के बाद सरकार सौर ऊर्जा के व्यापक विस्तार का साहसिक निर्णय लेने जा रही है।

पर्यावरण के पूरी तरह अनुकूल सौर ऊर्जा के माध्यम से हरित ऊर्जा प्रदेश बनने की राह पर उत्तराखंड तेजी से आगे बढ़ेगा। मुख्यमंत्री पुष्कर सिंह धामी के निर्देश पर विशेष तैयारी के साथ नई ऊर्जा नीति को अंतिम रूप दिया जा रहा है। उत्तरायणी पर्व के अवसर पर इस नीति को क्रियान्वित किया जाएगा।

नई नीति को तीन चरणों में धरातल पर उतारा जाएगा। पहले चरण में उत्तराखंड प्रदेश के 25 वर्ष पूरे करने के अवसर पर यानी वर्ष 2025 तक 2000 मेगावाट और सरकार के पांच वर्ष पूरे होने यानी वर्ष 2027 तक 4000 मेगावाट सौर ऊर्जा उत्पादन का लक्ष्य रखने की तैयारी है।

वर्ष 2070 तक 10 से 20 हजार मेगावाट सौर ऊर्जा उत्पादन करने की दिशा में कदम आगे बढ़ाने की तैयारी है। धामी सरकार सौर ऊर्जा नीति का दायरा बढ़ा रही है। अभी पर्वतीय क्षेत्रों में सौर ऊर्जा को प्रोत्साहित किया जाता रहा है। अब मैदानी क्षेत्रों में भी हरित ऊर्जा का विस्तार होगा।

मुख्यमंत्री धामी के निर्देश पर तैयार नई सौर ऊर्जा नीति का ड्राफ्ट तैयार करने के लिए बड़े स्तर पर रायशुमारी की गई। आमजन, किसानों, उद्यमियों समेत विभिन्न वर्गों से प्राप्त सुझावों को ऊर्जा विभाग की ओर से काउंसिल आन एनर्जी, एनवायरनमेंट एंड वाटर (सीईईडब्ल्यू) को भेजा गया। यह ड्राफ्ट सीईईडब्ल्यू ने बनाया है।

इस विशेषज्ञ संस्था ने इन सुझावों को भी ड्राफ्ट में सम्मिलित किया है। घरेलू सेक्टर, सरकारी कार्यालय भवनों व उद्योगों के माध्यम से 200-200 मेगावाट ऊर्जा उत्पादन का लक्ष्य दिया गया है। कृषि सेक्टर के लिए यह लक्ष्य 800 मेगावाट हो सकता है। ऊर्जा सचिव आर मीनाक्षी सुंदरम ने बताया कि मुख्यमंत्री के निर्देश पर नई सौर ऊर्जा नीति को इस तरह तैयार किया गया है ताकि भविष्य की ऊर्जा जरूरत को भी पूरा किया जा सके।

‘उत्तराखंड को हरित प्रदेश बनाने के लक्ष्य पर सरकार आगे बढ़ेगी। आने वाले वर्षों में घरेलू, औद्योगिक, कृषि समेत तमाम क्षेत्रों की ऊर्जा आवश्यकता को सौर ऊर्जा के माध्यम से पूरा करने का प्रयास किया जाएगा। उत्तरायणी उत्सव पर सौर ऊर्जा को नई गति दी जाएगी। पर्यावरण के प्रति अनुकूल ऊर्जा उत्पादन से कई लाभ प्रदेश को मिलेंगे।’-पुष्कर सिंह धामी, मुख्यमंत्री उत्तराखंड
