कॉर्बेट टाइगर रिजर्व के कोर एरिया में कोटद्वार से रामनगर के बीच संचालित बस सेवा पर सुप्रीम कोर्ट ने रोक लगा दी है। इसके साथ ही राज्य सरकार से अगली तारीख तक जवाब दाखिल करने का निर्देश दिया है। सुप्रीम कोर्ट ने इस मामले में न केवल अपनी नाराजगी व्यक्त की, बल्कि कॉर्बेट टाइगर रिजर्व के कोर क्षेत्र (बाघ प्रजनन क्षेत्र) में बस सेवा की अनुमति देने के लिए राज्य सरकार के कदम पर भी सवाल उठाया है।

इस मामले में अधिवक्ता गौरव कुमार बंसल ने बस सेवा पर रोक लगाने के लिए याचिका दाखिल की थी। जिसमें उन्होंने तर्क दिया था कि कॉर्बेट टाइगर रिजर्व कोर एरिया में उत्तर भारत में बाघों की सबसे बड़ी तादाद है। इसे बाघ आबादी का शीर्ष प्राथमिक क्षेत्र माना गया है।

सरकार का यह कदम वन्यजीव संरक्षण अधिनियम 1972 की धारा 38 (ओ) और धारा 38 (वी) जैसे विभिन्न प्रावधानों के खिलाफ ही नहीं है, बल्कि शीर्ष अदालत की ओर से जारी किए गए आदेशों के खिलाफ भी है। इस मामले में सरकार और वन विभाग ने न तो राष्ट्रीय वन्यजीव बोर्ड से किसी तरह की मंजूरी ली और न ही उनकी सलाह के लिए एनटीसीए से संपर्क किया।

वर्ष 2018 में हाईकोर्ट ने लगाई थी रोक

गढ़वाल मोटर ओनर्स यूनियन लिमिटेड की एक बस कोटद्वार से रामनगर के बीच एक दिन में दो चलती है। गढ़वाल को कुमाऊं से जोड़ने वाली इस बस सेवा का संचालन 70 के दशक से हो रहा है। कॉर्बेट टाइगर रिजर्व के कोर जोन से गुजरते हुए स्थानीय लोग न सिर्फ प्रकृति का आनंद लेते हुए इस रूट से गुजरते हैं, बल्कि उन्हें 100 किमी कम दूरी तय करनी पड़ती है। वर्ष 2018 में हाईकोर्ट ने इस बस सेवा पर रोक लगा दी थी। बाद में सुप्रीम कोर्ट ने हाईकोर्ट के आदेश पर स्टे लगा दिया लेकिन, अब पुन: सुप्रीम कोर्ट ने ही बस सेवा पर रोक लगा दी है। 
अभी इस मामले में सुप्रीम कोर्ट के फैसले की कॉपी नहीं मिल पाई है। इसलिए कुछ भी कहना उचित नहीं होगा। फैसले की कॉपी मिलने के बाद अध्ययन करने के बाद जवाब दाखिल किया जाएगा। – विनोद कुमार सिंघल, प्रमुख वन संरक्षक (हॉफ), वन विभाग
