Uttarakhand News हाईकोर्ट में चल रहे मामले और कोटिया कमेटी की रिपोर्ट का हवाला देते हुए महाधिवक्ता ने इन कार्मिकों के नियमितीकरण के संबंध में विधिक राय देने में असमर्थता जताई है। जिसके बाद अब विधानसभा सचिवालय में 2016 से पहले नियुक्त कार्मिकों को झटका लग सकता है।

garhwalsamachar.com, देहरादून: Uttarakhand News: विधानसभा सचिवालय में वर्ष 2016 से पहले नियुक्त कार्मिकों को झटका लग सकता है। रविवार को इंटरनेट मीडिया में चल रही चर्चा के अनुसार हाईकोर्ट में चल रहे मामले और कोटिया कमेटी की रिपोर्ट का हवाला देते हुए महाधिवक्ता ने इन कार्मिकों के नियमितीकरण के संबंध में विधिक राय देने में असमर्थता जताई है।

उधर, विधानसभा अध्यक्ष ऋतु खंडूड़ी भूषण ने ऐसी कोई जानकारी होने से इन्कार किया। उन्होंने कहा कि यदि महाधिवक्ता ने कुछ कहा होता या फिर राय देने या न देने के संबंध में सरकार को कोई पत्र लिखा होता, उन्हें भी इसकी प्रतिलिपि मिलती।

विधानसभा में बैक डोर भर्ती का मामला तूल पकडऩे के बाद पिछले वर्ष विधानसभा अध्यक्ष ने विधानसभा में हुई भर्तियोंं की जांच के लिए सेवानिवृत्त आइएएस डीके कोटिया की अध्यक्षता में जांच कमेटी गठित की।

विधानसभा में हुई तदर्थ नियुक्तियां नियमों के तहत हुई अथवा नहीं, इस बिंदु पर कोटिया कमेटी ने जांच की और फिर रिपोर्ट विधानसभा अध्यक्ष को सौंपी। इसके बाद विधानसभा अध्यक्ष ने पिछले साल 23 सितंबर को वर्ष 2016 से 2021 तक हुई 228 तदर्थ नियुक्तियों को रद कर दिया था। बाद में इन कर्मियों को बर्खास्त कर दिया गया था।

विधानसभा अध्यक्ष ने विवादों के घेरे में आई यह भर्ती पूर्व में कर दी थी रद

विधानसभा सचिवालय में 32 पदों के लिए वर्ष 2020 में आयोजित भर्ती परीक्षा रद कर दिए जाने के बाद अब इस प्रकरण की जांच कराई जा रही है। सेवानिवृत्त प्रमुख मुख्य वन संरक्षक (पीसीसीएफ) जयराज को जांच अधिकारी बनाया गया है। विधानसभा अध्यक्ष ऋतु खंडूड़ी भूषण ने इसकी पुष्टि की।

उन्होंने कहा कि जांच अधिकारी को सभी पहलुओं की गंभीरता से पड़ताल कर जल्द रिपोर्ट देने को कहा गया है। बता दें कि इस प्रकरण में विधानसभा के निलंबित सचिव (पदावनत होने के बाद अब संयुक्त सचिव) मुकेश सिंघल भी जांच के दायरे में है। शासन पहले ही विजिलेंस को उनकी जांच सौंप चुका है।

विधानसभा में 32 पदों के लिए वर्ष 2020 में विज्ञप्ति जारी की गई थी। इस परीक्षा के लिए तब विवादित एजेंसी का चयन कर दिया गया था। साथ ही एजेंसी को तीन दिन के भीतर 59 लाख रुपये का भुगतान किया गया था। इस परीक्षा का कोई परिणाम भी नहीं आया। पिछले वर्ष यह परीक्षा रद कर दी गई थी।

इस मामले में तत्कालीन सचिव मुकेश सिंघल की भूमिका को संदेहास्पद पाया गया था। इसे देखते हुए विधानसभा अध्यक्ष ने सिंघल को निलंबित कर दिया था। बाद में नियम विरुद्ध पदोन्नति पाने के मामले में सिंघल को पदावनत भी कर दिया गया था। अब पूरे प्रकरण की विधानसभा द्वारा कराई जा रही जांच से सिंघल की मुश्किलें और बढऩा तय है।
