उत्तराखंड में कोरोना काल के दौरान जेलों से पैरोल पर छोड़े गए 320 कैदी फरार चल रहे हैं। तमाम दबिशों और नोटिसों के बाद भी इनका कहीं पता नहीं है। अब इन कैदियों को पकड़ने के लिए पुलिस अभियान शुरू करने जा रही है। इसके लिए सभी जिलों से लापता कैदियों की संशोधित सूची मांगी गई है। इसके बाद दबिशों का दौर शुरू किया जाएगा।

2020 में कोरोना काल के दौरान लगे पहले लॉकडाउन में अप्रैल में 891 विचाराधीन और सजायाफ्ता बंदियों जेलों से पैरोल पर रिहा करने के आदेश जारी हुए थे। यह निर्णय जेलों में संक्रमण को कम करने के लिए लिया गया था। इनमें से तकरीबन 850 बंदी रिहा होकर अपने-अपने घरों को चले गए थे। जबकि, कुछ ने जाने से इनकार कर दिया था। तीन महीने की पैरोल पूरी होने के बाद ज्यादातर बंदी अपनी-अपनी जेलों को लौट गए थे।

इसके बाद अगले साल फिर से लॉकडाउन लग गया। इस पर हाईकोर्ट के निर्देश पर फिर से प्रदेश की 11 जेलों से लगभग 830 बंदियों को रिहा करने का फैसला लिया गया। इनमें से भी बहुत से बंदी पैरोल पूरी होने के बाद जेलों में वापस आ गए। कुछ को पुलिस पकड़कर जेलों में दाखिल कर चुकी है, लेकिन अब भी 320 बंदी ऐसे हैं, जो जेलों में वापस नहीं आए हैं।

कारागार विभाग ने इन बंदियों की संख्या पुलिस मुख्यालय को उपलब्ध कराई है। इसके आधार पर अब जिला और उप जिला कारागार से उनके यहां से छोड़े गए और वापस नहीं आए बंदियों की सूची मांगी गई है।

देहरादून जेल से छोड़े गए सजायाफ्ता बंदी भी लापता
देहरादून जिला जेल के भी 92 कैदी लापता हैं। पैरोल अवधि समाप्त होने के बाद ये सब वापस नहीं आए हैं। वर्ष 2020 में 104 विचाराधीन कैदी पैरोल पर रिहा हुए थे। इनमें से 17 बंदी अब तक वापस नहीं आए हैं। 2021 में 118 बंदी रिहा हुए, इनमें से भी 63 बंदी पैरोल खत्म होने के बाद नहीं लौटे। इसी तरह सजायाफ्ता बंदी भी नहीं लौटे हैं। 2020 के पांच और 2021 में छोड़े गए सात बंदी वापस नहीं आए हैं।

कारागार विभाग से पैरोल के बाद नहीं लौटने वाले बंदियों की संख्या मिली है। इसके लिए जिलों से सूची मांगी गई है। जल्द ही इन बंदियों की गिरफ्तारी के लिए अभियान शुरू किया जाएगा। सभी जिलों की पुलिस इसके लिए टीम बनाकर काम करेगी।- वी मुरुगेशन, एडीजी कानून व्यवस्था एवं पुलिस प्रवक्ता
