देहरादून: बढ़ते प्रदूषण को कम करने के लिए देहरादून एवं हरिद्वार जिले में संचालित डीजल आटो एवं विक्रम इस वर्ष के अंत तक चलन से बाहर कर दिए जाएंगे।

संभागीय परिवहन प्राधिकरण की बैठक के निर्णय को स्पष्ट करते हुए प्राधिकरण सचिव व आरटीओ सुनील शर्मा ने बताया कि दस वर्ष से अधिक पुराने डीजल आटो-विक्रम 31 मार्च के बाद नहीं चल सकेंगे, जबकि डीजल पर चालित शेष आटो-विक्रम 31 दिसंबर के उपरांत प्रतिबंधित हो जाएंगे। विक्रमों के बदले शहरों में बीएस-6 श्रेणी के पेट्रोल, इलेक्ट्रिक अथवा सीएनजी चौपिहया यात्री वाहन संचालित होंगे।

लगभग दस हजार डीजल आटो-विक्रम पर लग जाएगा प्रतिबंध
इस निर्णय के बाद देहरादून शहर, विकासनगर, डाकपत्थर, हरबर्टपुर, डोईवाला, कालसी, सेलाकुई व ऋषिकेश समेत हरिद्वार शहर, रुड़की, पिरान कलियर, लक्सर, भगवानपुर में संचालित लगभग दस हजार डीजल आटो-विक्रम पर प्रतिबंध लग जाएगा। डीजल आटो के बदले सीएनजी, बीएस-6 पेट्रोल या इलेक्ट्रिक आटो ही चल सकेंगे।

परिवहन प्राधिकरण के निर्णय के अनुसार, अब दून शहर में समस्त क्षेत्रों को परिवहन सेवा से जोड़ते हुए जो 18 मार्ग निर्धारित किए हैं, उन मार्गों पर अब स्टेज कैरिज परमिट के तहत चौपहिया वाहन संचालित किए जाएंगे। स्टेज कैरिज परमिट के तहत यह वाहन फुटकर सवारी को बैठा सकेंगे, जबकि अब तक कांट्रेक्ट कैरिज परमिट के अंतर्गत दौड़ रहे विक्रमों को नियमानुसार फुटकर सवारी बैठाने की मंजूरी नहीं थी।

हालांकि, विक्रम संचालक नियमों को दरकिनार कर धड़ल्ले से फुटकर सवारी बैठा रहे थे, लेकिन अब परिवहन विभाग ने चेतावनी दी है कि 31 मार्च तक जो विक्रम संचालक नए चौपहिया वाहन नहीं लाएंगे, वह 31 दिसंबर तक कांट्रेक्ट कैरिज परमिट के अनुसार ही चलेंगे।

यदि फुटकर सवारी बैठाई तो वाहन का चालान कर सीज भी किया जा सकता है। इसे लेकर आटो-विक्रम संचालक भले विरोध कर रहे, लेकिन अब यह स्पष्ट हो गया है कि निर्णय को बदला नहीं जा सकता। उच्च न्यायालय नैनीताल व नेशनल ग्रीन ट्रिब्यूनल के निर्देशों के क्रम में प्रदूषण कम करने को लेकर लिए निर्णय में यह भी स्पष्ट हो गया कि डीजल विक्रम वाहनों का संचालन पूरी तरह बंद होगा।

नए वाहन चालकों को परेशान कर रहे विक्रम चालक
आरटीओ सुनील शर्मा ने बताया कि जो विक्रम संचालक नए चौपहिया वाहन लाकर परमिट परिवर्तित कराकर वाहन संचालन कर रहे, उन्हें कुछ विक्रम चालक परेशान कर रहे हैं। उन्होंने चेतावनी दी कि प्रवर्तन टीम ऐसे विक्रमों को सीज करेगी।

नया आटो नहीं लिया तो परमिट होगा खत्म
दस वर्ष से अधिक पुराने हो चुके आटो संचालक ने अगर निर्धारित समयावधि 31 मार्च तक बीएस-6 पेट्रोल, सीएनजी या इलेक्ट्रिक वाहन नहीं खरीदा तो उनका परमिट भी खत्म हो जाएगा। यही शर्त दस वर्ष से कम पुराने आटो संचालकों के लिए 31 दिसंबर तक रहेगी। ऐसा हुआ तो नए वाहन पर नया परमिट लेना पड़ेगा। जो ओपन पालिसी के तहत कोई भी व्यक्ति ले सकेगा।
