ऊर्जा संकट के समय पिछले साल नवंबर से इस साल फरवरी के बीच यूपीसीएल ने दूसरे राज्यों से जो बिजली उधार ली थी, वह अब जून से सितंबर माह के बीच लौटानी है। उत्तराखंड विद्युत नियामक आयोग ने इसकी अनुमति दे दी है। यूपीसीएल को इसके लिए एनर्जी बैंकिंग एग्रीमेंट(ईबीए) 15 दिन के भीतर नियामक आयोग में जमा कराना होगा।

यूपीसीएल प्रबंधन ने नियामक आयोग में एक याचिका दायर की थी। इसमें कहा गया था कि कोविड के बाद से प्रदेश में बिजली की मांग में पांच से 15 प्रतिशत तक बढ़ोतरी हो गई है। इस बार बिजली संकट के दौरान यूपीसीएल ने एनर्जी बैंकिंग के माध्यम से अन्य राज्यों से 21 नवंबर से 30 नवंबर, एक दिसंबर से 31 दिसंबर, एक जनवरी से 31 जनवरी और एक फरवरी से 15 फरवरी के बीच कुल 39 करोड़ 36 लाख यूनिट बिजली उधार ली थी।

अब उन्हें यह बिजली चार प्रतिशत बढ़ोतरी के साथ लौटानी है। नियामक आयोग में अध्यक्ष डीपी गैरोला और सदस्य तकनीकी एमके जैन की खंडपीठ ने निर्णय दिया है कि उधार की यह बिजली इस साल जून से सितंबर माह के बीच लौटा सकते हैं। यूपीसीएल को यह बिजली 21 जून से 30 सितंबर के बीच चरणबद्ध लौटानी होगी।
 

नवंबर से फरवरी माह के बीच बढ़ी बिजली की डिमांड
आयोग ने कुल 41 करोड़ 24 लाख 40 हजार यूनिट बिजली लौटाने की अनुमति दे दी है। चूंकि जून में प्रदेश में बिजली की भारी मांग रहती है, इसलिए जून माह में केवल 12 करोड़ यूनिट का उधार लौटाना है। इसके बाद बरसात होने से प्रदेश में जल विद्युत उत्पादन बढ़ जाता है। वहीं गर्मी कम होने से बिजली की मांग घट जाती है।

लिहाजा, यूपीसीएल के पास इतनी बिजली रहती है कि वह उधार लौटा सके। इस उधार में से जुलाई में यूपीसीएल को 13 करोड़ दो लाख यूनिट, अगस्त माह में 15 करोड़ 62 लाख 40 हजार यूनिट और सितंबर माह में 12 करोड़ 60 लाख यूनिट लौटानी होगी।

वैसे हर साल यूपीसीएल पहले बरसात के सीजन में अपनी बची हुई बिजली दूसरे राज्यों को उधार देकर फिर वापस लेता था लेकिन इस साल नवंबर से फरवरी माह के बीच बिजली की डिमांड के चलते पहले उधार लेनी पड़ी।

तापमान बढ़ने के साथ बढ़ सकती हैं मुश्किलें

प्रदेशभर में जितनी तेजी से तापमान बढ़ रहा है, उसी हिसाब से यूपीसीएल के लिए भी चुनौतियां बढ़ती जा रही हैं। इस साल मार्च के शुरुआत में ही बिजली की मांग का आंकड़ा 40 करोड़ यूनिट तक पहुंचने लगा है। जबकि 2021 में मार्च के शुरू में बिजली की मांग 35 करोड़ यूनिट और 2022 में मार्च माह के पहले सप्ताह में अधिकतम 37 करोड़ यूनिट तक मांग थी। यूपीसीएल के एमडी अनिल कुमार का कहना है कि बिजली की मांग के सापेक्ष फिलहाल केंद्र सरकार से 72 लाख यूनिट बिजली से कुछ राहत जरूर मिली है लेकिन गर्मी बढ़ने के साथ दिक्कतें बढ़ सकती हैं। इसके लिए लगातार प्रयास किया जा रहा है। आपको बता दें कि मार्च के पहले सप्ताह में ही कई मैदानी शहरों में तापमान 30 से 32 डिग्री तक पहुंचने लगा है।
