अगले तीन साल में उत्तराखंड को देश का अग्रणीय राज्य बनाने के लिए धामी सरकार ने वित्तीय वर्ष 2023-24 के बजट में जो संकल्प लिए हैं, उसे पूरा करने के लिए हर साल की तरह केंद्रीय इमदाद और कर्ज पर निर्भर रहना होगा। साल दर साल राज्य के बजट का आकार बढ़कर 77407.08 करोड़ तक पहुंच गया है। लेकिन इसके साथ राज्य पर कर्ज का बोझ भी बढ़ रहा है।

यह विचित्र संयोग है कि जब आगामी वित्तीय वर्ष समाप्ति पर होगा तो राज्य पर 77 हजार करोड़ से अधिक का कर्ज हो चुका होगा। यानी यह बुधवार को पेश हुए बजट के तकरीबन बराबर होगा। सदन पटल पर पेश सरकार के वार्षिक वित्तीय विवरण से यह खुलासा हुआ है। 31 मार्च 2023 तक राज्य पर कर्ज 68844 करोड़ होने का अनुमान लगाया गया है।

राज्य सरकार ने सशक्त उत्तराखंड का संकल्प लिया है। इस संकल्प के लिए जो उसने लक्ष्य तय किए हैं, उनकी बजट में झलक दिखाई भी दी है। लेकिन उद्योगपतियों, व्यापारियों से लेकर समाज के अंतिम पंक्ति पर खड़े व्यक्तियों, किसान, युवा, महिलाओं के विकास से जुड़ी प्राथमिकताओं को पूरा करने लिए सरकार को एक बड़ी पूंजी की आवश्यकता है। 

सदन में पेश हुए बजट पर जब गौर करते हैं तो यह सिर्फ इस रूप में अनूठा है कि पहली बार सरकार लक्ष्य आधारित विकास की ओर बढ़ रही है। पर्यटन राज्य में मानव संसाधन विकास, सेवा क्षेत्र को विस्तार देने वाले निवेश और कठिन भौगोलिक परिस्थितियों वाले राज्य में सड़क, रोपवे और हवाई कनेक्टिविटी पर सरकार का खास फोकस है।

लेकिन इस लक्ष्य साधने के लिए उसे केंद्र से 20893 करोड़ रुपये की दरकार है। राजस्व और पूंजीगत खर्चों को पूरा करने के लिए सरकार करीब 19460 करोड़ रुपये कर्ज लेगी। इसमें लोक ऋण का हिस्सा 18 हजार करोड़ से अधिक का है।

कर्मचारियों के वेतन-पेंशन पर 26 हजार करोड़ खर्च होंगे
सरकार के सामने सबसे बड़ी चुनौती कर्मचारियों और पेंशनरों के वेतन-भत्तों व पेंशन के लिए धनराशि जुटाने की है। एक साल में अकेले वेतन पर ही 18 हजार करोड़ और पेंशन पर 7601 करोड़ रुपये खर्च होंगे। यानी सरकार को 26 हजार करोड़ से अधिक राशि इन मदों के लिए जुटानी होगी। सरकार की आमदनी में से 11,525 करोड़ रुपये पुराने कर्ज की किस्त लौटाने और 6166 करोड़ वर्षों से लगातार लिए जा रहे कर्ज का ब्याज चुकाने पर खर्च करने होंगे।
