देहरादून:  डोर-टू-डोर कूड़ा उठान के यूजर चार्ज (सेवा शुल्क) में नगर निगम ने इजाफा कर दिया है। श्रेणीवार बढ़ी हुई दरें आगामी एक अप्रैल से लागू कर दी जाएंगी। साथ ही अब व्यवसायिक प्रतिष्ठानों से कैशलेस शुल्क वसूली की जाएगी।

निगम के नाम पर कूड़े का शुल्क वसूलने की शिकायत मिलने के बाद निगम सख्त हो गया है। इस मामले में अज्ञात के विरुद्ध पुलिस को शिकायत भी दी गई है। वहीं, एक अप्रैल से पक्के बिल के आधार पर ही भुगतान की व्यवस्था की जा रही है।

दोगुना से पांच गुना तक शुल्क बढ़ाया
निगर निगम ने विभिन्न प्रतिष्ठान श्रेणी में दोगुना से पांच गुना तक शुल्क बढ़ा दिया है। घर-घर कूड़ा उठान के लिए वसूल किए जा रहे 50 रुपये के शुल्क में भी वृद्धि कर इसे 70 रुपये प्रतिमाह कर दिया गया है। गुरुवार को नगर आयुक्त मनुज गोयल ने पत्रकार वार्ता कर एक अप्रैल से प्रभावी नई दरों की जानकारी दी। विभिन्न कारोबार व प्रतिष्ठान के हिसाब से यूजर चार्ज बढ़ाए गए हैं।

फर्जी रसीद काटकर निगम को लगा रहे चूना
नगर आयुक्त मनुज गोयल ने बताया कि शहर में निगम के नाम से फर्जी रसीद बनाकर घरों से कूड़ा उठान का शुल्क वसूले जाने का मामला संज्ञान में आया है। कोर्ट रोड क्षेत्र में इस प्रकार की वसूली की शिकायत मिली है। इसे देखते हुए मुख्य नगर स्वास्थ्य अधिकारी अविनाश खन्ना ने शहर कोतवाली पुलिस को शिकायत देकर कार्रवाई की मांग की है।

पीओएस से जारी होगा पक्का बिल
निगम की ओर से प्वाइंट आफ सेल (पीओएस) मशीन के माध्यम से पक्का बिल जारी कर शुल्क वसूलने की व्यवस्था की जा रही है। एक अप्रैल से व्यवसायिक प्रतिष्ठानों से कैश नहीं लिया जाएगा। केवल पीओएस, आनलाइन, चेक-ड्राफ्ट आदि माध्यमों से शुल्क वसूला जाएगा।

इसके अलावा घरों से फिलहाल कैश लिया जाएगा, लेकिन पीओएस से पक्का बिल जारी किया जाएगा। इससे भुगतान और राजस्व वसूली में पारदर्शिता आएगी। इसके लिए शुरुआत में बैंक से 10 पीओएस मशीनें मांगी गई हैं। अप्रैल के प्रथम सप्ताह के बाद ही पीओएस से शुल्क वसूली की जा सकेगी।

तीन कंपनियां कर रहीं घर-घर कूड़ा उठान
नगर निगम की ओर से अनुबंधित तीन कंपनियां 98 वार्ड में कूड़ा उठान कार्य कर रही हैं। मै. सनलाइट प्राइवेट लिमिटेड 25 वार्ड से कूड़ा उठान कर रही है। जबकि, मै. इकान वेस्ट साल्यूशन प्राइवेट लिमिटेड 26 वार्ड से कूडृा उठा रही है। ये दोनों ही कंपनियां कूड़ा उठान शुल्क स्वयं वसूल करती हैं।

जबकि, निगम की ओर से 47 वार्ड में कूड़ा उठान के लिए मै. वाटर ग्रेस इकान सनलाइट प्राइवेट लिमिटेड के साथ ही हाल ही में अनुबंध किया गया है। इन 47 वार्ड में नगर निगम की ओर से ही शुल्क वसूली का कार्य किया जाता है। जबकि, हर्रावाला और नथुवावाला दो वार्ड में एनजीओ के माध्यम से कूड़ा उठान होता है।

  • मलिन बस्ती/बीपीएल आवास, 20 रुपये, 30 रुपये
  • सामान्य आवास, 50 रुपये, 70 रुपये
  • छोटे रेस्तरां, 150 रुपये, 300 रुपये
  • माध्यम रेस्तरां, 400 रुपये, 600 रुपये
  • बड़े रेस्तरां, 1000 रुपये, 2000 रुपये
  • 20 बेड तक होटल आदि, 300 रुपये, 1000 रुपये
  • 21 से 40 बेड के होटल, 200 रुपये, 2500 रुपये
  • 41 से अधिक बेड के होटल, 300 रुपये, 5000 रुपये
  • निजी शिक्षण संस्थान नान बोर्डिंग, 200 रुपये, 500 रुपये
  • निजी शिक्षण संस्थान बोर्डिंग,1000 रुपये, 2000 रुपये
  • चिकित्सा प्रतिष्ठान (बायोमेडिकल वेस्ट से इतर)
  • 20 बेड तक, 250 रुपये, 800 रुपये
  • 21 से 50 बेड, 500 रुपये, 1500 रुपये
  • 51 से अधिक बेड, 1000 रुपये, 5000 रुपये
  • क्लीनिक, 75 रुपये, 200 रुपये
  • पैथोलाजी, 250 रुपये, 800 रुपये
  • दुकान, 50 रुपये, 100 रुपये
  • शोरूम, 150 रुपये, 500 रुपये
  • छोटे माल/मेगा स्टोर, 500 रुपये, 2000 रुपये
  • बहुमंजिला माल, 1000 रुपये, 10000 रुपये
  • बेकरी, 150 रुपये, 500 रुपये
  • छोटी फैक्ट्री, 300 रुपये, 1000 रुपये
  • मध्यम फैक्ट्री, 500 रुपये, 2000 रुपये
  • बड़ी फैक्ट्री, 1000 रुपये, 5000 रुपये
  • 50 कर्मचारियों वाले कार्यालय, 100 रुपये, 200 रुपये
  • 51 से 200 कर्मचारी, 300 रुपये, 500 रुपये
  • 200 से अधिक कर्मचारी, 500 रुपये, 1000 रुपये
  • फ्लैट-अपार्टमेंट में पहली बार शुल्क
  • 40 फ्लैट तक की सोसाइटी, 2000 रुपये
  • 40 से 100 फ्लैट तक की सोसाइटी, 5000 रुपये
  • 100 से अधिक फ्लैट की सोसाइटी, 10000 रुपये
  • चार व पांच सितारा होटल, 1000 रुपये
  • धर्मशाला, 200 रुपये प्रतिमाह
  • बारातघर (चेरिटेबल), 1500 रुपये प्रतिमाह
  • बारातघर (निजी), 2000 प्रति उत्सव
  • सब्जी फल विक्रेता, जूस प्रतिष्ठान, 300 रुपये प्रतिमाह
  • मांस, मछली की 10 किलो तक बिक्री, 400 रुपये प्रतिमाह
  • मांस, मछली की 10 किलो से अधिक बिक्री, 600 रुपये प्रतिमाह
  • सार्वजनिक स्थान पर मेले-प्रदर्शनी, 2000 रुपये प्रति उत्सव
  • निर्माण संबंधी ढहान सामग्री, 1000 रुपये आधी ट्राली
