देहरादून: प्रदेश के प्रमुख सरकारी अस्पतालों में अब मरीजों को घंटों कतार में नहीं खड़ा रहना पड़ेगा। स्वास्थ्य विभाग अस्पतालों में टोकन सिस्टम लागू करने जा रहा है। राष्ट्रीय स्वास्थ्य मिशन के तहत ने यह सुविधा 14 अस्पतालों में शुरू की जाएगी। स्वास्थ्य मंत्रालय ने इसके लिए बजट की स्वीकृति दे दी है।

मरीज जब पंजीकरण कराएगा, उसे टोकन दिया जाएगा
स्वास्थ्य सचिव एवं राष्ट्रीय स्वास्थ्य मिशन के मिशन निदेशक डा. आर राजेश कुमार ने बताया कि मरीज जब पंजीकरण कराएगा, उसे टोकन दिया जाएगा, जिस पर नंबर लिखा होगा। टोकन के हिसाब से जब भी मरीज का नंबर आएगा, इसे डिस्प्ले बोर्ड में दर्शाया जाएगा। डिस्प्ले बोर्ड पर नंबर देखकर वह चिकित्सक को दिखा लेगा। इस तरह चिकित्सक के कक्ष के बाहर उसे कतार में खड़ा नहीं होना पड़ेगा।

अभी मरीजों को पहले पर्चा बनवाने के लिए कतार में लगना पड़ता है। इसके बाद चिकित्सक के कक्ष के बाहर बारी आने का इंतजार करना होता है। बीमार मरीजों को घंटों लाइन में खड़ा होना पड़ता है, जिससे उनकी तकलीफ बढ़ जाती है। इस परेशानी को ध्यान में रखकर टोकन सिस्टम लागू किया जा रहा है। जिला चिकित्सालय पिथौरागढ़ अपने स्तर पर यह व्यवस्था लागू कर चुका है। ऐसे में 12 अन्य जिला चिकित्सालयों व दो उप जिला चिकित्सालयों में यह सुविधा शुरू की जाएगी।

सभी 13 जिलों में बर्थ वेंटिग होम
हाई रिस्क गर्भवती महिलाओं को प्रसव की संभावित तिथि से पूर्व बर्थ वेंटिग होम में रखे जाने के प्रस्ताव को भी स्वीकृति मिल गई है। जिससे दूरस्थ क्षेत्रों में रहने वाली गर्भवती महिलाओं को चिकित्सकीय देखभाल समय पर प्राप्त होगी। साथ ही संस्थागत प्रसव को भी बढ़ावा मिलेगा। राज्य के 13 जनपदों में स्थापित वन स्टाप सेंटर एवं वर्किंग वुमेन हास्टल में यह सुविधा शुरू की जाएगी।

टेली कंसल्टेशन देने वाले चिकित्सक को प्रत्येक रोगी 150 रुपये
पर्वतीय क्षेत्रों में टेलीमेडिसिन सेवा लोग के जीवन को बचाने में महत्वपूर्ण है। इसके महत्व को देखते हुए केंद्र सरकार को प्रस्ताव भेजा गया था, जिसको मंजूरी मिल गई है। अब चिकित्सक अपनी ड्यूटी के बाद दोपहर तीन बजे से सायं छह बजे तक टेली कंसल्टेशन के माध्य्म से जनमानस को परामर्श देगें। जिसके लिए चिकित्सकों को प्रत्येक रोगी 150 रुपये की प्रोत्साहन राशि दी जाएगी।

टीबी रोगी व उसके स्वजन के एक्स-रे के लिए निश्शुल्क आवागमन
टीबी के खिलाफ अभियान को भी अब और मजबूती मिलने जा रही है। टीबी से ग्रसित मरीज एवं उनके स्वजन के एक्स-रे के लिए निश्शुल्क आवागमन की सुविधा मिलेगी। स्वास्थ्य सचिव ने बताया कि इसकी स्वीकृति मिल गई है।

वहीं, देहरादून, हरिद्वार, पौड़ी, ऊधमसिंह नगर, नैनीताल को मोबाइल टीबी वैन एवं ट्रूनेट मशीन की स्वीकृति मिल गई है। इसके अलावा अल्मोड़ा, बागेश्वर, चमोली, चंपावत, पिथौरागढ़, रुद्रप्रयाग, टिहरी, उत्तरकाशी को मोबाइल एक्स-रे के साथ मोबाइल मेडिकल यूनिट की सहमति बनी है। जिससे टीबी के मरीजों की स्क्रीनिंग में आसानी होगी।

पिथौरागढ़ में पोषण पुनर्वास केंद्र
1 माह से पांच वर्ष तक की आयु के बच्चों में कुपोषण की समस्या को कम करने के लिए पोषण पुनर्वास केंद्र (एनआरसी) पिथौरागढ़ को स्वीकृति प्रदान की गई है। जिसके अंतर्गत कुपोषित व अति कुपोषित बच्चों को भर्ती कर पोषण व चिकित्सीय देखभाल प्रदान की जाएगी।

इन्हें भी मिली स्वीकृति

  • एएनएम एवं कम्युनिटी हेल्थ आफिसर्स को बेसिक लाइफ सपोर्ट का प्रशिक्षण।
  • प्रदेश को मोतियाबिंद बैकलाग मुक्त बनाने की मुहिम के तहत मोतियाबिंद की स्क्रीनिंग के लिए टिहरी एवं पिथौरागढ़ को मोबाइल वैन की सुविधा।
  • चमोली में पूर्व से मौजूदा बिल्डिंग में एनएचएम आफिस एवं प्रशिक्षण हाल।
  • सामुदायिक स्वास्थ्य केंद्र, भूपतवाला में 100 प्रतिशत रिक्त पदों की भर्तियों की मंजूरी।
