मोबाइल ई कोर्ट में महिला व बच्चों को गवाही दर्ज कराने में दी जाएगी प्राथमिकता

नैनीताल: स्वतंत्रता दिवस के अवसर पर उत्तर भारत में पहली बार उत्तराखंड में मोबाइल ई कोर्ट की शुरुआत होगी। उच्च न्यायालय के न्यायाधीश न्यायमूर्ति आरएस चौहान इसका शुभारंभ करेंगे। पहले चरण में पांच पर्वतीय जिलों को योजना का लाभ मिलेगा। दूसरे चरण में शेष आठ जिलों को भी जोड़ लिया जाएगा। इन अदालतों में महिला व बच्चों को गवाही दर्ज कराने में प्राथमिकता दी जाएगी। इसके पहले यह सेवा तेलंगाना में शुरू की गई है। यह जानकारी शुक्रवार को हाई कोर्ट परिसर में रजिस्ट्रार जनरल धनंजय चतुर्वेदी व रजिस्ट्रार कंप्यूटर अंबिका पंत ने पत्रकार वार्ता में दी।  

इन जिलों को मिली सौगात 

रजिस्ट्रार जनरल ने बताया कि कुमाऊं के चम्पावत, पिथौरागढ़ व गढ़वाल के चमोली, उत्तरकाशी एवं टिहरी गढ़वाल में योजना की शुरुआत की जा रही है। यहां के लिए अत्याधुनिक उपकरणों से लैस वैन रवाना की जाएगी। 

समय के साथ पैसे की भी बचत  

रजिस्ट्रार जनरल ने बताया कि दूरस्थ पहाड़ी इलाकों में महिला व बच्चों को खासकर गवाही देने में व्यवहारिक कठिनाइयों का सामना करना पड़ता है। उन्हें लंबी दूरी तय करने के बाद अदालत में किसी कारणवश तय तिथि पर गवाही या बयान दर्ज नहीं हो पाता। इससे उनका समय और पैसा बर्बाद होता है। लेकिन अब मोबाइल ई कोर्ट से इस समस्या से निजात मिल जाएगी। 

करना होगा लिखित अनुरोध 

मोबाइल ई कोर्ट के माध्यम से बयान दर्ज कराने के लिए वादाकारी को पैरा लीगल वालंटियर, राजस्व पुलिस, ग्राम प्रधान, ग्राम पंचायत विकास अधिकारी या अदालत से नामित व्यक्ति को लिखित अनुरोध करना होगा। इसके बाद अदालत संबंधित के नजदीकी स्थान पर मोबाइल ई कोर्ट भेजकर बयान या गवाही दर्ज कराएगी। इसके लिए मोबाइल कोर्ट से संबंधित न्यायालय को वीसी के माध्यम से  कनेक्ट किया जाएगा। विधिक सेवा प्राधिकरण से संबंधित मामलों को भी मोबाइल कोर्ट से जोड़ा जाएगा।
