देहरादून। कैबिनेट मंत्री सुबोध उनियाल ने विधानसभा में जानकारी दी कि मौजूदा भू-कानून पर विचार करने को सभी जिलाधिकारियों और मंडलायुक्तों से रिपोर्ट मांगी गई है। बुधवार को सदन में प्राइवेट मेंबर बिल के रूप में उत्तराखंड (उत्तर प्रदेश जमींदारी विनाश और भूमि व्यवस्था अधिनियम, 1950)(संशोधन) विधेयक रखे जाने की अनुमति नहीं मिल पाई। सदन ने बहुमत के आधार पर इसे खारिज कर दिया। इससे पहले कांग्रेस विधायक मनोज रावत ने प्राइवेट मेंबर बिल को रखने की अनुमति मांगते हुए कहा कि इंटरनेट मीडिया पर मौजूदा भू-कानून में संशोधन का मुद्दा तूल पकड़ चुका है। भूमि अधिनियम में धारा-143(क) और धारा 154 (2) जोड़कर पर्वतीय और मैदानी क्षेत्रों में कृषि भूमि खरीद की सीमा समाप्त कर दी गई है। लीज और पट्टे पर 30 साल तक भूमि लेने का रास्ता खोला गया है।
उन्होंने सरकार पर राज्य की भूमि बेचने की साजिश रचने का आरोप लगाया। जवाब में कैबिनेट मंत्री सुबोध उनियाल ने बताया कि आवासीय उपयोग के लिए 250 वर्गमीटर तक भूमि खरीदने की व्यवस्था वर्तमान में जारी है। राज्य में औद्योगिक, पर्यटन, शैक्षिक गतिविधियों को बढ़ाने के लिए भूमि कानून में संशोधन किए गए हैं। उन्होंने कहा कि जिस उद्देश्य के लिए भूमि खरीदी जाएगी, दो वर्ष के भीतर उस पर कार्य प्रारंभ होना चाहिए। ऐसा नहीं होने की सूरत में भूमि को सरकार में निहित करना पड़ेगा।
उन्होंने कहा कि उपजिलाधिकारी के माध्यम से भूमि का अन्य प्रयोजन के लिए इस्तेमाल पर रोक लगाई जा सकती है। राज्य के नागरिकों को इस बारे में जागरूक होने की जरूरत है। भू-कानून को लेकर तमाम आशंकाओं के निराकरण के लिए सभी जिलाधिकारियों और दोनों मंडलायुक्तों से रिपोर्ट मांगी गई है। इसके आधार पर आगे कदम उठाया जाएगा। उन्होंने बताया कि अपने विधानसभा क्षेत्र नरेंद्र नगर में वह ऐसी भूमि को सरकार में निहित करा चुके हैं। इस भूमि पर अब बस अड्डा बनाया जा रहा है।
